TRA Role.. • Set the Interconnection Agreement guidelines and include it into operators’ Licenses http://www.tra.gov.eg/english/dpages_dpagesdetails.asp?ID=230&Menu=1 • Liberalize the telecom market • License for international gateway (TE and Etisalat) • License for submarine cable landing (13 systems) • License for ISP which allow ISP (Class A or B) to obtain the international transit capacity directly from international carriers (7 Class A , 300+ Class C) • Regulation framework for “Right of Way” • Reduce taxes for communications equipment to be 5%

TRA Role.. • Invest in building infrastructure (Universal Service Fund), specially for un-or-under served areas, and this infra should be accessible to any operator • SMP (LLU, infrastructure sharing) • Protect operators’ investment (exclusivity for limited period) • Initiatives to increase Internet penetration within the community (National Broadband plan http://www.tra.gov.eg/emisr/)

  6. Regional IXP • ITU project to build national and regional IXPs in all Arab countries ($220M) • NTRA operates a national IX, CAIX (www.caix.net.eg); • E, J and L root-servers , PCH ccTLD servers • All Class A ISPs are members • Plan to make it a regional IX
