  3. Assessment? • Wide assortment available? (informal/formal) • Results useful and reliable? • Alignment issues? • Resistance from the field?

  4. Professional Development? • State capacity? • State role? (e.g., deliverer, coordinator, sponsor, funder) • Content and delivery options? • Professional certification hours? • Partnerships with colleges? • Secure additional funding?

  5. Accountability? • For what is state holding programs accountable? Implementation of standards? • Should state monitor implementation? How? • Data collection methods in place to reflect the new priorities?

  6. Program Improvement/Evaluation? • How are current programs evaluated? • Need to adjust to new priorities? • Methods to use evaluation data for continuous improvement?

  7. Finance/Budget? • Fit new priorities? • Ways to leverage resources to support implementation? • Dollar flow to programs?

  8. Instructor Qualifications? • Standards/hiring practices? • Part-time/full-time staff?

  9. Facilities/Resources? • Equipped to deliver the expectations outlined in the standards? • Reflect new priorities?

  10. Recognition/Incentives? • Characteristics of present recognition programs? • Need for new recognition/incentive programs?

  11. Instructional Delivery? • Are new delivery models needed? • State role in promoting new models? • Do programs need more flexibility/authority?

  12. Reporting Requirements? • What’s required? • What’s superfluous?

  13. Collaboration & Communication • Partnerships? • Marketing focus? • Does state even have a marketing arm? • Who, how, and about what should state communicate?

  14. Make your state plan synonymous with standards implementation!
