  5. SAP Capabilities • Managed by CalEMA • Multi-Hazard

  6. Training Available • Evaluator – for civil engineers, architects, and building inspectors (~7,000) • Coordinator – for building officials and emergency managers (~350) • Train-the-Trainer – to train evaluators to become official trainers (~230)

  7. Concept of Operations • State resource used to assist local governments • Under Operations in Incident Command System, is therefore SEMS and NIMS compliant • Requests made to CalEMA through RIMS • Costs eligible for FEMA Category B – Emergency Protective Measures

  8. SAP – Type of Resources • DSW Volunteer - Volunteer Engineers, Architects, and Building Inspectors • DSW Local - Building Inspectors, Engineers, and Architects Employed by Local Jurisdictions • DSW State - Engineers, Architects, and Building Inspectors Employed by State Agencies

  9. Public-Private Partnership • Volunteer cadre is deployed through private-non-profit organizations: American Institute of Architects (AIA) Structural Engineers Association (SEA) American Society of Civil Engineers (ASCE) American Construction Inspectors Association (ACIA)

  10. Mutual Aid Deployment • Mutual aid SAP resources are deployed through the California Building Officials (CALBO), after local governments are alerted through the CalEMA Regions.

  11. State Employee Deployment • State employees who are SAP evaluators are deployed through CalEMA, in cooperation with employee supervisors and under the Governor’s direction. • CA Dept. of General Services – Div. of the State Architect (DSA), Caltrans, and the Department of Water Resources are organized for deployment.

  18. SAP – Evaluators • Do NOT Provide Cost Estimates • Do NOT Evaluate Code Compliance for older noncompliant structures • Do NOT Provide Escort or Property Retrieval Duties

Interstate Program via EMAC • SAP evaluators and coordinators available to other states through Emergency Management Assistance Compact (EMAC) • CalEMA offers Train-the-Trainer classes to other states to help start their own programs • Deployed 86 SAP personnel to post-Katrina Louisiana and Mississippi in 2005
