( role of METI ) REQUIREMENT : HIGH SPEED APPROACH ; RELIABILITY OF THE MILESTONES BEING ACHIEVED AND DISSEMINATED ; FOCUS OF EU EFFORTS ; RESOURCES LEVELS AVAILABLE ?

A new approach is required to “making this happen“ To • Clear unified strategy, focus and priorities for Industry and Research community • Clear, straightforward network and body(s) to formulate and drive the program • Clear application and quick priority driven decision making process • Clear and accessible dissemination to industry • Substantially increased funding to give a „turbo effect“ to the RTD effort From • No clear strategy and priority setting for the industry • Many different influencing bodies ( EU and country levels with different bodies, organisations and gremium • Industry and Development aims not (yet) aligned ( at least n different Roadmaps ! ) • Dissemination poor and slow • Insufficient funding, set to probably the wrong priorities • EU wide approach chaotic, intransparent and complex • Mechanisms and bureacracy too unwieldly and difficult ......and the list continues

Addressing the change needs – a suggestion • EPIA ( as the voice of the industry ) and EUREC ( as the voice of the development community ) to align and harmonise approach • EPIA ( as the voice of the PV industry ) should take a more influencial role in formulating and determining EU-wide common ( but not company specific ) RTD and D strategy, policy and funding requirements, through - it‘s constituent members in the form of a permanent RTD working group - Coordinating and harmonising different RTD needs/efforts/bodies - Coordinating, Lobbying and advising EU / Country decision making organisations - Monitoring progress against the targets and recommending required actions to stakeholders - Disseminating information to stakeholders • Overseeing the European common RTD portfolio to define required budgets – as a first Hypothesis an increase from ca. € 70 Mio to around € 200-300 Mio. p.a. over Europe will be required

Decision making needs and proposed next steps Decisions required • Formal “sign-off“ and acceptance of the EPIA Roadmap as the formal policy of the European Industry ( updates will follow ) • Agreement to define out the route suggested going forward, subject obviously to final recommendations at the next EPIA AGM Proposed Next Steps for WP2 • Publication and Dissemination of EPIA Roadmap in Paris • Clarification of approach with EUREC and other stakeholders • Paris – Workshop re. RTD priorities and approach • Design of EPIA processes and mechanisms in order to fulfill this role for, with and on behalf of it‘s members • Set up of (a) internal capabilities ( resources ), and (b) permanent working group consisting of EPIA and other industry/Research stakeholders
