  4. Our Defining Moment New Mission post 9-11 The immediate problem in the Port Security Mission Space; Lack of authority Lack of training Lack of understanding Lack of proper utilization of assets, personnel and capabilities

Developing a Solution NASBLA, establishes a “Council of Partners” Identify a national standard of training, credentialing, and typing of maritime law enforcement and emergency response personnel. Create a self sustaining model, that lays out a path to true interoperability. Empower partners to develop and nurture the standard from within, and all around.
