  2. The Illinois State Board of Education will provide leadership, assistance, resources and advocacy so that every student is prepared to succeed in careers and postsecondary education, and share accountability  for doing so with districts and schools. ISBE Mission Statement

  3. ISBE Strategic Goals GOAL 1 Every student will demonstrate academic achievement and be prepared for success after high school. GOAL 2 Every student will be supported by highly prepared and effective teachers and school leaders. GOAL 3 Every school will offer a safe and healthy learning environment for all students.

Race to the Top Reform Areas • Adopt Standards and Assessments that prepare students to succeed in college and the workplace and to compete in the global economy. • Build data systems that measure student growth and success, and inform teachers and principals about how they can improve instruction. • Recruit, develop, reward and retain effective teachers and principals, especially where there are needed the most. • Turn around our lowest-achieving schools.

Effective Teachers and Principals Race to the Top Objective 2 Improve Teacher and Principal Effectiveness Based on Performance. • Build robust teacher and principal evaluation systems that focus on both effective practice and student growth. • Use redesigned evaluation systems to inform professional development priorities and key decisions such as compensation, career advancement, certification, tenure and dismissals.

Effective Teachers and Principals Current Illinois Initiatives Rule changes to strengthen content for Teachers Rule changes for endorsements for elementary, middle, and high school teachers Strengthen testing by reviewing Passing Scores on Content Tests Redevelop new Assessment of Professional Teaching (APT) Grade of “C” or above required for all course work for program and endorsements effective February 1, 2012 Secondary Endorsements require 24 s.h. (12 s.h. of upper division) and pass the content test; except science and social studies which is 32 s.h. (12 s.h. in designation)and pass the test-effective February 1, 2012

Effective Teachers and Principals Pre-Service Advisory Group (PSAG) Revised the Illinois Professional Teaching Standards Focus on “Each Child” rather than “All” Children Focus on Literacy (Elementary and Secondary) Focus on needs of Special Education, ELL/Bilingual, Gifted Combining Language Arts, Technology and Illinois Professional Teacher Standards into one set of standards Proposed rules will go to Illinois State Board of Education in March, 2010

Effective Teachers and Principals Illinois Initiatives Stakeholder Group established to develop an Educators “Code of Ethics” Rules will be written late spring, early summer Groups will be established to review: Middle Level Certificates Content Area Standards Elementary Certification High School Content Areas-start with Math and Science and followed by others Elementary Content Area Standards to be strengthened with emphasis on: Reading Mathematics Science

Effective Teachers and Principals K-8 Teacher Preparation Proposed Content Endorsements on Elementary Certifications Proposed content requirements for “self contained” 5- 8 Grades - middle level content required Reading Mathematics Science Social Science Longer clinical experiences (full semester required) New Assessments based on research

  18. Effective Teachers and Principals Principal Preparation Preparation of Principals must be Focused on Instruction and School improvement

  19. Effective Teachers and Principals Standards Programs must focus on instruction and school improvement—enhanced student learning Programs must meet the Interstate School Leader Licensure Consortium (ISLLC) Standards Strands of Distinguished Principal must be a part of the program

Effective Teachers and Principals Structure Principal Endorsement PK – 12 Level Teacher Leader Endorsement The Principal and Assistant Principal must hold the Principal Endorsement (legislative action need) “Introduction to Evaluation of Certified Staff” component A teacher holding the teacher leader endorsement can: take the evaluation component and can qualify to evaluate staff if the teacher chooses qualify for Supervisory Endorsement

Effective Teachers and Principals Strengthen Content Understanding School Law Special Education Law Use of technology for administration, teaching, and learning Social Emotional Learning Standards Three-Tier Instruction and Intervention Model (curriculum, instruction, and assessment) to design effective interventions for struggling students in (K-12) Bullying and School Safety

Effective Teachers and Principals Internship/Residency • Internship: One year experience over a time period of 12-18 consecutive months and must include: • 4 weeks full-timeresidency experience. Each week must be a minimum of 5 consecutive days and may or may not be consecutive weeks • Additional minimum of 200 hours of clinical hours throughout the 12 month internship year. • 10 hours with Special Education teachers and curriculum and 10 hours with IEP and/or 504 Plans

Effective Teachers and Principals Higher Education Actions All programs must be resubmitted under a new format, must align to ISLCC 2008 Revised Standards, and must meet all new requirements All programs will be required to be approved by ISBE and IBHE Programs not approved or not submitted will have an ending date

Effective Teachers and Principals Future Principals Will be required to complete new programs and receive new endorsement (2013 or before, tentatively) Will be required to pass new assessments Programs will prepare leaders at the PK-12 level rather than K-12 level Programs will focus on instruction and school improvement

  25. Effective Teachers and Principals Induction and Mentoring 64 Programs Statewide 37 school districts 21 regional offices 4 higher education 2 other partnerships Programs Focus on: Mentor Training, Professional Development and Supports Released Time for Mentor and Mentee

  26. Effective Teachers and Principals Induction and Mentoring Programs are Serving: • Approximately 2,800 mentors in program • Approximately 2,698 first year teachers • Approximately 1,863 second year teachers

  27. Effective Teachers and Principals Professional Development • Focus on Teacher and Leader “Needs” and be determined in collaboration with evaluators • Stakeholders must meet to redefine Professional Development • Legislation will need to be rewritten
