The Office of Science and Technology Policy (OSTP) • Advises the President and others within the Executive Office of the President on the impacts of science and technology on domestic and international affairs • Leads an interagency effort to develop and implement sound science and technology policies and budgets • Works with the private sector to ensure Federal investments in science and technology contribute to economic prosperity, environmental quality, and national security • Builds strong partnerships among Federal, State, and local governments, other countries, and the scientific community • Evaluates the scale, quality, and effectiveness of the Federal effort in science and technology

  5. R&D Budget Process 2. Agencies prepare and submit proposed budgets to OMB 1. OSTP & OMB issue guidance memorandum on R&D priorities 3. Passback, negotiations, & appeals between agencies and EOP 9. Agencies make decisions on allocation of resources consistent with enacted appropriations and program plans 4. President makes final decisions and sends Budget Request to Congress 5. Congress reviews, considers, & approves overall Budget Request 8. President signs or vetoes appropriations bills 6. Appropriations hearings with agencies & EOP on individual programs 7. Congress marks up & passes agency appropriations bills

FY2008 R&D Budget Highlights • Total R&D funding is a record $142.7 billion • Non-defense R&D budget estimated to be 13.9% of the total non-defense discretionary budget in 2008 (FY2007:13.4%, FY2006: 13.1%) • Support of ACI plan to double investment in key civilian Federal science agencies (NSF, DoE Office of Science, NIST core) • Basic research funding of $28.4 billion, up from $21.3 billion in 2001 (33% increase)

  8. Interagency R&D Priorities in the FY2008 Federal Budget • $143 billion Federal R&D Funding in FY2008 targeting key research investments within agencies: • Combating Terrorism • Networking and Information Technology • Nanotechnology • Climate Change • Ocean Research • Hydrogen • Biomass

  9. Advanced Energy Initiative • FY2008 budget includes $2.7 billion for AEI • Energy Efficiency and Renewable Energy R&D Programs (biomass, solar, wind) • Fossil Energy R&D Programs • Nuclear Energy R&D Programs • Science Basic Research Programs (solar, biomass)

Biomass and Biofuels • President’s Biofuels Initiative (2006) • Replace 30% of gasoline consumption with biofuels by 2030 (30x30 proposal) • Make cellulosic ethanol cost-competitive with gasoline by 2012 • USDA • Budget includes an additional $20 million for research to develop new feedstocks for energy production on a region-by-region basis to help meet future energy demands. • DOE • Basic Energy Sciences FY 2008 budget includes $15.8 million for the biomass priority area • DOE Biological and Environmental Sciences FY 2008 budget includes $75 million for three Bioenergy Research Centers that will conduct fundamental research on microbes and plants needed to produce biologically-based fuel

Ocean Research • $40 million in new funding to NOAA ($20 million), NSF ($17 million) and USGS ($3 million) and $80 million total for Advancing Ocean Science and Research • Ocean Research Priorities Plan and Implementation Strategy (January 2007): • Responses of coastal ecosystems to persistent forcing and extreme events • Comparative analysis of marine ecosystem organization • Sensors for marine ecosystems • Atlantic Meridional Overturning Circulation variability
