  3. What is the Community Development Block Grant (CDBG)?

  4. Federal funds provided by the Department of Housing And Urban Development (HUD) • To develop viable urban communities through provision of: ~ decent housing ~ suitable living environment ~ provide economic opportunity

  5. Must primarily benefit low-and moderate-income persons • CDBG regulations limit public service expenditures to 15% of a jurisdiction’s annual CDBG Entitlement allocation from HUD and the prior year’s program income

FY14-15 Timeline • January 7: City Council heard public input and defined priority needs • January 13: NOFA/RFP released • February 3: RFP DUE by 5 P.M. • February 20: SSHRB Public meeting to consider Public Services staff recommendations • March 14: Action Plan Recommendations published on Housing Authority website • April 15- City Council Public hearing to consider all recommendations • July 1- Start of program year

  8. Applicant Requirements • Applicant must be an eligible public agency or qualified 501(c)(3) or (c)(4) non-profit organization. • Applicant must submit certified financial audit of their organization including any management letters for applicable organization FY2012-13.

  9. Qualifying Criteria • Be an eligible activity under CDBG funding; • Qualify for funding on the basis of benefiting low and moderate income persons; • Meet one of the City of Alameda’s Priority Needs • Non-Housing Community Development Programs must meet one of the SSHRB Priority Needs

  10. Eligible Activities Non-Housing Community Development Programs: • Operating costs (labor, supplies and materials) • Childcare Service • Youth Services • Crime/Domestic Violence Services • Employment Services • Housing Counseling Services • Supportive services for disabled • Legal Services

Eligible Activities Non-Housing Community Development Programs Specific to Economic Development and Micro Enterprise: • A qualified Community Based Development Organization (CBDO) may carry out activities such as neighborhood revitalization, community economic development or energy conservation. • Business Assistance loans • Support and development of micro-enterprise resulting in the retention or creation of permanent jobs.

  12. Eligible Activities Non-Housing Community Development Capital Improvement Projects: • Property acquisition • Rehabilitation • Remediation & Clearance activities * Please contact Housing Division to discuss projects and funding availability.

  13. Funding Requirements Environmental Review Process: • Federal regulations require local jurisdictions to prepare a NEPA Environmental Review (ER) for every activity funded with federal funds.

  14. Funding Requirements Environmental Review cont’d: • For capital improvement projects the cost of preparation of the NEPA ER will be charged to your project and netted out of the amount allocated to your project. • For capital improvement projects, this review may take approximately 6-16 weeks. NOTE: Please include a project budget line item for ER.

Funding Requirements Sub-recipient Agreement: • Required agreement between sub-recipient and the City of Alameda. • The Program/Project must not commit or obligate these funds in any way before an agreement between your agency and the City has been executed. • The City funding agreement with the service provider will be performance-based.

  16. Funding Requirements Reporting Requirements for Non-Housing Community Development Programs: • Quarterly reports are required • Report completion is required on the City Data Services online database • Reports will include HUD required demographics and narrative updates.

  17. Funding Requirements Reporting Requirements cont’d: • Clients must be Alameda residents. • Service providers should verify the income of clients served, and file documentation should be available to City staff and is required as back-up.

  18. Funding Requirements Funding on Reimbursement Basis: • The City has a strict policy of not providing funding advances before program costs are incurred and paid. • Reimbursement is made only upon complete documentation of performance program goals or completion.

  19. Funding Requirements Funding on Reimbursement Basis cont’d: • Non-Housing Community Development Program sub-recipients are required to submit approximately ¼ of the total amount funded on a quarterly basis.

  20. Funding Requirements Non-Housing Capital Improvement Projects must meet the following HUD requirements: • Procurement • Davis Bacon • Section 3 • Equal Opportunity Tracking

Evaluation Criteria • Funding Priority: Extent to which Project addresses one of the NOFA funding priorities. • Non-Housing Community Development Programs will need to address one of the SSHRB Priority Needs. • Sponsor Capacity/ Capability • Project Feasibility/ Readiness for CIP • Cost-Effectiveness • Leveraging • Collaboration

  22. Application Submission Applications are due on Monday, February 3, 2014 by 5:00 PM. No exceptions for late applications

Application Submission • Applications for Non-Housing Community Development Programs will be accepted online only through the City Data Services website www.citydataservices.net • Applications for Non-Housing Capital Improvement Projects will be accepted as a hardcopy and/or electronic document via email. Please contact staff to request a meeting to discuss project.

PROVISIONS FOR PERSONS WITH DISABILITIES If any person with an interest in participating in a Community Development Block Grant (CDBG) / HOME program and is a person with a disability as defined by Section 504 of the Rehabilitation Act of 1974 who requires an accommodation to participate or take interest, that person must make a request for accommodation to Rosemary Valeska, (510) 747-4316 or email rvaleska@alamedaca.gov. Such request shall include a description of the accommodation sought, along with a statement of the impairment that necessitates the accommodation. Any request for accommodation shall be reviewed and a response provided within five business days of receipt of such request. Notice of any accommodation granted will be promptly provided to the requester.   28. PROVISIONS FOR NON-ENGLISH SPEAKING RESIDENTS The City of Alameda has a network of employees speaking some 45 languages who can act as interpreters for residents seeking information regarding CDBG/HOME programs.  If notified five business days in advance, the City will arrange to have an interpreter available.  Please contact the City at (510) 747-4316 (Voice)  (510) 522-8467 (TDD) or e-mail  (rvaleska@alamedaca.gov. ).
