Cluster Helice : Challenges • Increasing Operative Volume, financial position and engineering capabilities:Management of the companies growth regarding its necessities of human, technological and financial resources. • Increasing added value and competitiveness:Turning towards higher value products: avionics, on board systems, Unmanned Aerial Systems, Space Applications. • Invest in research, development and innovation: As one of the main tools to assure competitiveness. • Internationalisation: Increase presence in classical European and North American markets as well as in “emerging and low costs regions” (BRIC countries). • New market niches: Aircraft Maintenance and retrofit, General Aviation and Business Aviation.

  6. Cluster Helice : Competitive Advantages • Long Aeronautic Tradition: Dates back to 1910, when First manned flight tooke place in Seville. Andalusia counts on many institutions related and supporting Aerospace. • A synchronised network of subcontractors : Covering all aerostructures and final assembly technologies, allowing primes to cooperate and transfer their expertise, thus increasing cluster competitiveness. A supply chain electronic platform to streamline and synchronise business transactions. • Linked to international main programs: Companies take part in more or less intensity on almost all new big aircraft projects: Boeing, Airbus, Embraer, Bombardier, Eurocopter. • Excellent Industrial and innovation Infrastructure: Dedicated Technological Parks in Seville and Cadiz, Net of Technological Centers, big scientific installations: flight test centers in Villacarrillo (Jaen) and El Arenosillo (Huelva) • Excellent Education infrastructure: Andalucia Tech (international excellence Campus); Aerospace engineering degree in two Universities; very good infrastructure of institutions in professional specialised education, linked with training programs suported by companies.

Cluster Helice: Short and mid-term actions Regional Authorities and social stakeholders (Unions and entrepreneurial associations ) jointly analysed and agreed a sector’s Strategic Programme prepared by the cluster Heliceand covering 2010-2013: PROGRAMA DE ACCION AEROESPACIAL 2010-2013. • Program’s high level Objective: “To convert the Andalusian Aerospace Industry into a competitive knowledge based sector, and one of the main engines of the regional development”. • Program’s operative Objective: “To be regarded as a worldwide reference point in aerial systems (aircrafts) onspecial missions and military transport” • The program’s structure stems from the general Andalusian Plan for Industrial Development (PADI), and defines 22 concrete actions with its budget and targets.

Cluster Helice : contribution of the case • The role of the cluster institution as the “lighting rod”, where cluster problems, dilemmas and ideas are discussed: Feasibility studies for mergers, impact analysis of Primes strategies, marketing and communication plans, internationalisation activities, being the SMEs voice for the Administration. • The role of the cluster institution to build complicity between companies, institutions and authorities to articulate the means to strengthen the cluster by their joint implication on strategic projects.
