  2. Welcome • Introductions • Thank you • We recognize that your time is valuable & appreciate your attendance • Your presence here today is an indicator to us that you do value safety and the protection of the environment

  3. The Purpose of this Training • This training is a pre-requisite to your doing business with Weyerhaeuser. • The purpose is to: • Prevent Injuries • Protect the Environment • Help develop positive long term working relationships with our Contractors and Vendors.

  4. Responsibility • Nothing is more important to us than having you be able to conduct your work with us in a safe, injury free manner. • We accept a responsibility for your safety while you are on our work site, BUT … • We also want you to understand that the responsibility for the safety of your employees is primarily your responsibility. You are responsible for training, providing needed safety equipment, communication and supervision.

  6. Contractors and Vendors • This training is for all Contractors as well as Vendors. • Contractors (including sub-contractors) – Anyone who is doing work on-site. Contractors will be responsible for the supervision of any sub-contractors that may work under their project for completion and ensure they also have the applicable training. • Vendors – Those that pick up and/or delivery of items vs. completing work on-site

  7. Weyerhaeuser Contractor Safety Policy-Contractor Expectations • Communicate and verify that the contractor understands Weyerhaeuser’s safety values and principles. Reinforce by including statements of those values and principles in the contract •  Communicate and verify that the contractor understands the operations and facility specific safety policies. Incorporate safety expectations into contract documents as enforceable terms and obligations. •  Identify specific job expectations (including training, competency and behaviors) for the contractor and contractor employees to meet in order to achieve the required level of safety performance, and incorporate these expectations into contract documents as enforceable terms and obligations. • Identify the specific performance expectations involving known hazardous tasks. Check and verify understanding.

  8. Implementation & Monitoring • Assign a competent Weyerhaeuser employee to act as contractor liaison and contract performance monitor for the duration of the contract work. • Actively manage performance against contract requirements, providing regular feedback to the contractor on performance, and the appropriate action when the contractor’s performance fails to meet the requirements of the contract, including termination of the contract.  Cooperate in good faith with the contractor to remedy unforeseen safety issues as they arise.  Ensure the contractor completes and submits hazard identification and safe work plans appropriate to the contracted work. Plans to include the ongoing identification and control of hazards with normal work activities and high risk tasks.

Weyerhaeuser Safety Principles • There are also 5 primary PRINCIPLES to guide the Strategy: • All incidents are preventable. • Our commitment to safety is based on caring. • Line management is responsible and accountable for employee and contractor safety. • We are personally accountable for our own safety. • Safety is a condition of employment.

  11. Weyerhaeuser Environmental Policy & EMS • It is Weyerhaeuser’s core policy to be responsible stewards of the environment whenever we do business. We will: • Practice sustainable forestry • Set and meet goals to reduce pollution • Conserve natural resources and energy • Continually improve our environmental performance

  12. Storm Water Pollution & Spill Control All vendors and contractors will adhere to the facilities Storm-water Pollution Control Plan (SWPCP). Copies of this plan will be provided upon request. • Anything other than storm water that enters storm drainage systems must be reported immediately to a member of the plant site leadership. • In the event of a spill, workers shall take action to do the following: • Stop the spill, • Contain the spill to the smallest possible area, and… • Initiate immediate cleanup - If doing so can be accomplished without endangering the worker or other project personnel, i.e. cleaning up spilled oil.

  13. Recycling • All contractors and vendors will be required to recycle per site guidelines. • Recycling can consist of but not limited to: • Paper • Cardboard • Plastic • Metal • Etc.

  14. Occupational Safety & Health Administration • Contractors, subcontractors and vendors shall comply with all the General Industry and Construction Standards of the Occupational Safety & Health Administration (29 CFR 1910 and 1926) as well as all state and Weyerhaeuser safety rules/ site specific, standards, instructions, restrictions or traffic controls. • Contactors and vendors will be responsible to instruct all employees of these requirements.

  15. Emergency Response • Every person working or visiting Weyerhaeuser facilities is required to receive an emergency response briefing. • Contractor & vendor representatives will be provided with access to the site specific emergency response plans. • It is your responsibility to ensure that your employees are briefed and familiar with the emergency response plans and procedures. • Sites may elect to provide emergency response briefings directly to workers and visitors on site, but it is still your responsibility to ensure that these briefings take place

  16. Sign Ins… and Outs • Every vendor and contractor on site is required to sign in and out at Weyerhaeuser facilities. • You must sign out (this includes leaving during lunch hours, parts runs, etc.) Don’t make an emergency response person risk their life unnecessarily. • This is very important for accounting for people in the event of an emergency. • Check with contractor contacts for the site specific expectations (ex. off-hour or weekend work) • During an evacuation or other emergency, make sure to follow the site rules and DO NOT LEAVE until you are given permission to do so.

  17. Personal Protective Equipment • Personal Protective Equipment (PPE) is required to be worn at all times when inside Weyerhaeuser’s plant boundaries. • ANSI-approved safety-toed boots, safety glasses, and hard hats (hard hats worn in the forward position and no other hats underneath the hardhat). • Hearing protection will be worn in areas where it is required for Weyerhaeuser employees. • High-visibility vests will be worn at all times, unless performing hot work or electrical work. • Shirts and full length pants will be worn at all times and in good repair.

  18. PPE Continued • Additional safety equipment may be required depending on the job - check JSA’s, SOP’s, etc. Some may include the following: • Double hearing protection in certain areas of the plant or while performing certain tasks. • Hand protection (gloves, arm guards, etc.) may be required by the site or by the MSDS, and the style of gloves will depend on the plant and the task being performed. • Face protection (welding helmets, cutting goggles, face shields, etc.). • Goggles will be required when blowing down or using compressed air. • Appropriate respirators will be required when working in areas of high dust content or whenever extra protection is required. • Where NFPA applies, the appropriate PPE will be required.

  19. Entanglement Avoidance • When working around rotating or reciprocating equipment, entanglement risks must be avoided. • Do not reach into equipment unless properly locked out. • No loose or frayed clothing, unbuttoned shirts, jacket or vest. • All rings and bracelets must be removed or taped. • Any dangling hoop earrings must be removed. • Necklaces must be removed or contained under clothing. • Watches must have breakaway bands. • Hair touching the neck shoulder level will be contained in a net or covered up under a hat. • Long beards that may become entangled in must be kept trimmed short or contained in a net.

  20. Rolling Stock/Vehicle Traffic • Weyerhaeuser Plants have multiple types of vehicles in use at the facilities. • We ask that you use common sense and be aware of these vehicles when moving around the plant site: • Use designated pedestrian walkways, when applicable. • Establish eye contact with rolling stock operators before moving into their operating area. • Be alert - listen for sounds of approaching rolling stock (horns, engine noise, back-up alarms, etc.) & look for warning strobes (flashing lights). • Use buttons where pedestrian strobe lights are present.

  21. Work/Personal Vehicles • For any vehicles you bring to a site: • Only vehicles and equipment necessary to do the job will be brought onto the site. • Follow site designated speed limits. • Park only in designated areas. Personal vehicles are generally not allowed in work areas. • Seatbelts will be worn at all times when operating and riding in a vehicle. • Passengers will not ride on mobile vehicles. • Mobile equipment will be inspected prior to use, documented, and any deficiencies reported immediately. • Follow the Personal Electronic Device policy while operating vehicles on the site.

  22. Cell Phone, Pager & PDA Devices • Cell phone, pager, & PDA devices are restricted at the plant sites. • Do not walk, talk, text or operate mobile equipment while on the cell phone or on the floor of the plant. Distractions have been known to cause or contribute to accidents stemming from ones’ lack of concentration and awareness to their surroundings while talking on a cell phone. • Contractors and Vendors may carry their cell phones on the plant site for emergencies and other plant or business purposes. If the need for phone communication presents itself, those talking on a cell phone are required to remove themselves out of the line of traffic and away from operating machinery (some plants may require them to leave the area) The one exception is: in case of a “life threatening” medical emergency, an Employee may call 911 from their personal phone.

  23. Walking & Work Surfaces • Walking: • Please stay in designated walk areas. • When walking on stairways, 3-point contact (1 hand on the handrail) will be required. • Some areas will be marked as restricted. Do not enter these areas without work planning or training by the site. • Doorways: • Roll-up doors are designated for rolling stock only – no pedestrians are allowed to walk through them. • Please utilize “personnel doors” while traveling through the plant. • Work Areas: • Will be kept clean. • Falling/tripping hazards will be prevented through work-site assessment. If this is not possible, the area will be barricaded and personnel will be prevented from entering.

  24. Barrier Ribbon/Tape Use • Contractors and vendors will adhere to the Weyerhaeuser Plant Barrier Ribbon Use Policy. Barriers with colored ribbons shall be erected around areas where a hazard or danger exists. • RED DANGER ribbon shall be erected around areas where access is to be denied due to danger to personnel, property or equipment, i.e. pneumatic pressure testing, hoisting overhead, etc. Red ribbon shall be used when there is danger of injury to personnel. • YELLOW CAUTION ribbon shall be erected around areas where access requires caution by the person entering the area, i.e. excavations, workers overhead, excessive noise, etc. Yellow ribbon shall be used to warn workers that a hazard exists, but that the hazard is avoidable. • BLUE ELECTRICAL ribbon shall be erected where electrical work is being performed and there is a need to make others aware. Barriers shall be equipped with tags indicating the Danger or Hazard, employee names, date, supervisor or contact person. All barriers and tags shall be removed when the danger or hazard no longer exists.

  25. Tools and Equipment • Tools and equipment will be inspected and maintained in good repair. • Any tool deemed “unsafe” (i.e. loose handle, mushroomed head, etc.) will be removed from service. • Cutting tools (ex. Knives, box knives, etc.) that need to be used for the task need to be brought up to the site and addressed in the safety work plan. Personal knives will NOT be used at the sites. • Homemade tools are NOT allowed; specialty tools need to be approved by the site before use.

  26. Ladder Safety • The contractor, subcontractor and their employee’s will provide and use their own ladders. • All ladders will be inspected prior to use. • All personnel will follow manufacturer’s ladder recommendations. • Ladders will be secured and will place a ladder ¼ of the total length out at the bottom when leaning the ladder against a building or other support. Extension ladders will extend 3’ from the top of the structure. • When working from a ladder over 25’, a harness and lanyard are required. • FYI – for unloading materials, personnel are not allowed on flatbed trailers over 4’ off the ground.

  27. Temperature Extremes • All contractors and vendors will monitor and protect their employees from heat or cold extremes. • General precautionary measures may include but are not limited to the following: • Provide engineering controls (cooling/heating systems) or barriers • Proper work attire for task • Set pace and take breaks (may include changing work hours) • Monitor temperature and blood pressure • Providing necessary liquids • Using the “Buddy System”

  28. Ergonomics • Contractors and vendors will adhere to the minimum Weyerhaeuser Material Handling Best Practice: 50lbs for lifting or 500lbs for pushing or pulling. • Control measures for adhering to this policy include but are not limited to: •  Getting help when exceeding weight guidelines • Using a mechanical device to assist in lifting or moving materials such as hand trucks, lift trucks or hoist • Weyerhaeuser and facilities also recognize that sprains and strains are common soft tissue injuries and strongly recommend using pre-shift stretches and strengthening exercises to help prevent soft tissue injuries. • Use good body mechanics and proper lifting techniques. • Use knee pads or ergo pads when needed.

  29. Tobacco Use • Foster Veneer Smoking Policy • Smoking allowed only in designated areas. • Expectorant from chew tobacco (or even general • spitting) can only be eliminated into lined receptacles or into container with sealed lid. • Courtesy and sensitivity to others who may not appreciate exposure to tobacco use is expected.

  30. Right to Refuse • Contractors and vendors have the ability to refuse work if they feel that safety measures are not in place to protect themselves or their employees. • We ask that any issues that arise are discussed with the site contact so that a safety assessment and review can be done.

  31. BBP & Personal Injury • Contractor are required to report all incidents to the site management. • This includes injuries, property damage, and near misses. • Site management is required to conduct investigations of incidents. • Contractor management is expected to fully cooperate in the investigation process. • If an injury on the site occurs and medical attention is necessary, the contractors and vendors (as well as site personnel) will utilize blood borne pathogen controls (gloves, face shield, etc.) to protect themselves and notify the safety contact at the site.

  32. Zero Tolerance Policy • Zero tolerance substance abuse policies are required. • Non-Prescription & Prescription Drugs apply. • Voluntary random testing is in effect here at Foster Veneer. • Your employees need to be briefed in advance.

  33. VISITOR NON-DISCLOSURE AGREEMENT • In consideration of witnessing possible trade secrets and other unpublished Weyerhaeuser information (Confidential Information), and for the privilege of visiting Weyerhaeuser promise to hold in confidence and not to reproduce, divulge, or use such Confidential Information observed by me, given to me, or associated with my visit to this Weyerhaeuser facility, without the written permission of an officer of Weyerhaeuser. No disclosure made under this Agreement shall be construed as a license to use technology or information.

  34. Grounds for Removal • The following are grounds for removal of any contractor or vendor from the site: • Bringing onto plant site: illegal drugs, alcohol, firearms, explosives or prescription/non-prescription drugs that impair the ability to work safely. • Harassment. • Deliberate unsafe act, horseplay or fighting. • Failure to follow safety rules or report incidents. • Internal audits that have shown non-compliance. • Removal of material from site.Note – any removal of materials, even if it looks like discarded material, will normally require a material release from the site.

  35. Safe Work Plans • Refer to Safe Work Plan Template • All Contractor Jobs at foster require Safe Work Plan development prior to beginning work. • All Safe Work Plans are reviewed by Maintenance Leadership. • All Safe Work Plans are reviewed by Unit Manager or Safety Manager prior to the beginning of shut-down work.

  36. Work Planning • We ask that contractors and vendors participate in our RADAR program, which is designed to safety plan how to complete a job and/or address issues that arise once a job begins. • The following training is being presented to instruct you to the following: • What is RADAR? • Why we don’t Recognize Risk • Why it is used • How to use it during routine and non-routine tasks at the Weyerhaeuser facilities

  37. Safety Observers • All A & B classified contractors will require a safety observer and any C contractors that do not meet our safety standard for RIR and EMR will also require a trained Weyerhaeuser employee to act as a safety observer to monitor all activities for the duration of the assigned work. • The role of the safety observer is to keep in regular contact and communication with the contractor, identify and address any safety deficiencies at once. • Contractors doing minor work may have a maintenance employee as their monitor, and periodical contact and checking is acceptable. • Larger projects require a dedicated safety monitor.

  38. Audits • The site will evaluate the health and performance through frequent documented audits/inspections of contractors while performing on the plant site. • At a minimum the following areas must be inspected: • Housekeeping • Permit Processes – Hot work, confined space, fall protection, etc • Hazardous Energy Control • Personal Protective Equipment • Contractor behavior • General Safe Work Practices • At least 1 audit should take place each day for all jobs that last longer than one hour. The audit can be completed by the Safety Observer or other plant employees or members of the plant leadership team.

  39. Tailgate Safety Meetings • At the start of any contractor activity on each day, the plant contact person or primary contractor contact at the plant will have an informal meeting to discuss the planned work for the day and employee safety concerns. • This meeting gives the chance for the plant’s Safety Observer to understand what activities will take place and also give the contractors a chance to ask questions relevant to their task. • During Shut-Down maintenance work, Safe Work Plans and learning from the prior day’s work are typically reviewed during the tailgate meeting at the beginning of the shift.

  40. Facility Contractor Guidelines • Foster Veneer is responsible to provide you with a listing and explanation of their safety and environmental expectations. • These may be provided electronically or in DVD format. Whatever the format used, you as the contractor representative are responsible to be familiar with the site specific expectations, and to make sure your employees are given training to ensure they know the site specific expectations prior to starting work. • We may ask you to verify/document that this training has taken place. • We may question workers directly to verify they are familiar with site specific expectations. • Expect us to keep a list of trained individuals, and if you send in someone who is not identified on the list, we may not be able to allow them to conduct work.

  41. Contractor will Provide • The contractor will provide all required safety equipment and supplies, first aid and any personnel required to fulfill their safety obligations at their own expense, unless other arrangements have been made with contract supervisor. • The contractor will provide proof of training and certification of all contractor employees in accordance with Weyerhaeuser policies prior to conducting work. Examples are: Confined Space, Fall Protection, Respirator, Lockout/Tag-out, Forklift, Aerial Lift, etc.

  42. Federal or State Inspections • The contractor will immediately notify the contract supervisor or his designee when a Federal or State employee is conducting an inspection or investigations of the contractor’s job on Weyerhaeuser property. The contract supervisor or his designee will be present during this inspection.

  43. News Media • A member of Weyerhaeuser’s Management Group or Weyerhaeuser’s Regional Public Relations Manager are the only ones authorized to communicate with the media about issues related to our business, except to the extent that your communication is protected by law.

  44. Hazardous Materials • Before work begins, the contractor will provide the contract supervisor Material Safety Data Sheets for all materials to be brought on site or used on the job. • The contract supervisor will provide the contractor with any MSDS that the contractor is likely to encounter. • The contractor will not remove any hazardous waste material without permission. • All containers will be properly labeled.

  45. Foster Veneer Contractor LOTOT Standard • When LOTOT out is required, a qualified site representative shall do all of the following: • Explain each LOTOT procedure that will be used to complete the job. • Point out each location where contract employees are required to place their personal locks. • Put his/her locks on the proper lockout points first. • Confirm that all contract employees have put their personal locks on the proper lockout points. • Ensure the proper LOTOT out and test has been completed for the work to be done. • Remove his/her locks last, after all contractor employees have removed their locks, before the equipment is returned to service.

  46. Lockout Policy • The contractor, subcontractor and their employees’ will adhere to the Weyerhaeuser Plant Lockout Policy. • The contractor will furnish all locks, tags and other required devices. • The contractor’s locks and other devices will be clearly marked with the users name. • The contractor will provide the facility with a contact list for calling in case of locks being left on equipment after work has been completed. • Contractors will be audited by the facility or will conduct self-audits to ensure compliance with Lockout Policy.

  47. Fall Protection • The contractor and subcontractor and their employee’s will adhere to the Weyerhaeuser Plant Fall Protection Policy. • The contractor will furnish all required fall protection/ prevention equipment and personnel. • The contractor will use only approved safety harnesses, not belts. • The contractor will provide upon request equipment inspections.

  48. Scissor Lifts – Elevated Work Platforms • Contractors and their employees shall not operate aerial work platforms until they have received the appropriate safe operations training by their employer and copies of the documentation have been forwarded to the facility. • Sites may require auditing of the operation of a lift as well as pre-use inspections of lifts and harness/lanyard. • All contractors and their employees working or traveling in a snorkel lift basket must utilize a full-body harness with a lanyard firmly attached to a structural member of the basket, not the handrail. • Soft-stop lanyards are not allowed. • Lanyards 4’ or less in length will be used. • Climbing out of or into scissor or snorkel lift baskets in the elevated position may be done if no other means of access or egress is available and only in conjunction with point to point positive connection via a full-body harness and 2 lanyards. • Workers should not stand on the mid-rail or hand-rail of the basket, only the floor.

  49. Confined Space • The contractor, subcontractor and their employee’s will adhere to the Weyerhaeuser Plant Confined Space Policy. • The contractor will provide all required confined space equipment. • Provide proof of confined space training. • Provide confined space supervisors and other additional personnel. • Complete all required Confined Space Permits.

  50. Scaffolding • Contractors are to provide and use their own equipment for all activities where required. • The contractor will be responsible for the maintenance, repair and inspections of any scaffolding they use while working on Weyerhaeuser properties. • Scaffolds shall be equipped with ladders for access and egress. Climbing on scaffold frames will not be allowed. • Scaffolding, including accessories such as braces, brackets, trusses, screw legs, ladders, etc., that have been damaged or weakened in any way, shall be immediately removed from the site until repaired or replaced by contractor.
