NOT ADMIN (LT COX) LIKE IN PREVIOUS BOARDS. • CO / CMC PULLING RECOMMENDATIONS FOR A SERVICE MEMBER IN WRONG FORMAT. IF NOT SUBMITTED IAW ADVANCEMENT MANUAL, SERVICE MEMBER COULD BE LOOKED AT FOR CPO. • COMMAND ADVANCEMENT PROGRAM (CAP) RECIPIENTS LOOKED ON AS POSITIVE.

LEGIBLE COPIES SAVE TIME FOR BOARD MEMBERS/RECORDERS • ORDER MICROFICHE EARLY AND PRIOR TO EACH BOARD TO ENSURE ALL REQUIRED DOCUMENTS ARE THERE AND THAT THEY ALL BELONG TO YOU, NOT SOMEONE ELSE!

  6. NOTES: • COMMAND ADMINISTRATIVE SUPPORT: IF BOARD CALLS ASKING FOR COPIES OF EVALS, AWARDS, ETC, BE PREPARED TO OBTAIN COPIES AND FAX THEM AS SOON AS POSSIBLE. THE REQUESTED DOCUMENT COULD MAKE THE DIFFERENCE BETWEEN THE CANDIDATE BEING A SELECTEE OR NON-SELECT.

  7. NOTES: • ONLY YOU CAN TAKE CONTROL OF YOUR CAREER, MANAGE IT ACCORDINGLY. GO THROUGH YOUR EVAL EACH YEAR WITH A FINE TOOTHED COMB TO ENSURE ACCURACY AND COMPLETION. IF YOU DON’T KNOW WHAT TO LOOK FOR, ASK SOMEONE WHO DOES. EVEN ADMIN OFFICES MAKE MISTAKES THAT BECOME A PART OF YOUR OFFICIAL RECORD.

  8. EVALUATIONS: • HAVE AN ATTENTION GETTER AT TOP OF WRITE UP. MEMBERS LOOK AT HUNDREDS OF RECORDS, MAKE IT EASY FOR THEM AND STAND OUT. IF YOU WANT TO BE PROMOTED, IT HAS TO SAY IT IN YOUR EVALUATION. (POS) - PROMOTE TO CHIEF NOW! MY NUMBER 1 FCPO. (NEG) -LDO/CWO RECOMMENDATIONS WITHOUT CPO RECOMMENDATION NOT LOOKED HIGHLY UPON! • PROOF READ YOUR EVAL BEFORE YOU SIGN IT. YOU ARE AT FAULT FOR MISTAKES. YOU DID SIGN IT. • NUMBER TOP PERFORMERS WHERE THEY BREAK OUT. MY #1 EARLY PROMOTE, #1 MUST PROMOTE, #1 PROMOTOABLE. STAY AWAY FROM: WOULD BE A EARLY PROMOTE IN ANY COMMAND EXCEPT THIS ONE.

  9. EVALUATIONS: con’t • QUANTIFY YOUR BULLETS. FLOWERY WORDS WILL GO NOWHERE. (I.E. LPO OF 7, RECUITED 6 PERSONEL, ETC.. • IF YOU CAN’T BE AN LPO, INPUT ALPO POSITIONS & LIST HOW MANY SUPERVISED. IF YOU ARE A DIVING SUPERVISOR PUT HOW MANY SUPERVISED ON NORMAL EOD DIVE STATION - I.E. SUPERVISE 7 PERSONNEL. • EVERYTHING IS ELECTRONICALLY SCANNED IN. CORRESPONDENCE CAN GET SCREWED UP AND NOT BE LEGIBLE ON SCREEN. KEEP COPIES OF ALL PERTINENT CORRESPONDENCE (I.E. EVALS, LOD, AWARDS, etc..). IF THE BOARD CALLS YOUR COMMAND, HAVE THEM READY TO FAX OUT!

EVALUATIONS: con’t • IF YOU ARE GOING TO BE: DEPLOYED, ON LEAVE, TAD, LEAVE YOUR PKG INFO WITH ADMIN, CCC OR OPS SO BOARD RECORDERS CAN GET REQUIRED INFORMATION. • RANKING ON TRANSFER EVAL IS GOOD THING. (I.E. THIS EP IS NOT A KISS GOODBYE, PO XXXX IS MY #1 PO1.) TRY AND COORDINATE TRANSFER EVALS WITH REGULAR REPORTING PERIOD, IF NOT POSSIBLE SAY SO IN EVAL. • WRT RPTG SENIOR’S CUMULATIVE AVERAGE, SACRIFICE LEADERSHIP LAST. • IF LPO, DESCRIBE NUMER SUPERVISED, WHAT THEY DID. • LOOK FOR THE HARD JOBS THAT NO ONE WANTS AND DO WELL AT THEM. • DO NOT USE ACRONYMS THAT FORCE BOARD MEMBERS TO HUNT DOWN RATE SPECIALISTS FOR TRANSLATIONS.

  11. EVALUATIONS: con’t • MUST HAVE DIVERSITY IN YOUR CAREER HISTORY. NORMAL SEA/SHORE ROTATIONS. CONTINUED ARDUOUS SEA DUTY IS GREAT, BUT WILL NOT COMPETE WITH SOMEONE MORE WELL ROUNDED. (i.e. LPO @ SEA INSTRUCTOR, SHORE STAFF, etc..) • BODY FAT FAILURE, DUI OR ADVERSE CAPTAINS MAST IN LAST FIVE YEARS WILL SIGNIFICANTLY DECREASE YOUR CHANCES OF BEING SELECTED. • WHEN JUSTIFYING A 5.0 IN LEADERSHIP OR EXPOUNDING ON AN INDIVIDUAL’S GOOD LEADERSHIP, DO SO WITH QUANTIFICATION ON THE ACCOMPLISHMENTS OF SUBORDINATES UNDER HIS/HER GUIDANCE (ADVANCEMENTS, SOQ’S, SOY’S, CAP’S, WARFARE QUALIFICATIONS, ETC).

  12. SUPPLEMENTAL PACKAGE: • IF YOU ARE GOING TO TAKE THE TIME TO SEND A SUPPLEMENTAL PACKAGE TO THE BOARD, PROOF READ IT AND HAVE SOMEONE ELSE DO THE SAME. THE MORE PROFESSIONAL YOU ARE, THE BETTER IMPRESSION THE SELECTION BOARD MEMBERS HAVE OF YOU. • FOLLOW THE DIRECTIONS FROM BUPERS WEB SITE UNDER SELECTION BOARDS / CHIEF. CORRESPONDENCE WAS SUBMITTED IN WRONG FORMAT, NOT SIGNED, AND HAND WRITTEN. THIS WILL NOT KILL YOU BUT IT DOES NOT GIVE A VERY GOOD IMPRESSION OF YOUR PROFESSIONALISM. YOU ONLY HAVE ONE OPPORTUNITY TO MAKE A GOOD FIRST IMPRESSION!! • DON’T FORWARD EXTRA CORRESPONDENCE IN SUPPLEMENTAL PACKAGE THAT IS IN OFFICIAL RECORD.

SUPPLEMENTAL PACKAGE: • UPDATED PAGE 4s, AWARDS, PSR/ESR CHANGES CAN BE ADDED TO SUPP PKG. • DO NOT HIGHLIGHT ANY OF YOUR CORRESPONDENCE THIS BLACKENS OUT THE INFO WHEN SCANNED INTO EMPRS. • CAREER SUMMARIES WERE PRAISED BY MOST BOARD MEMBERS AS A GREAT REFERENCE TOOL. HOWEVER, BE HONEST AS BOARD MEMBERS WILL VERIFY QUALIFICATIONS AND AWARDS IN THE OFFICIAL RECORD!

  14. HOW EMPRS WORKS! • OFFICAL SERVICE RECORD / ESR-PSR IS AVAILABLE & SCANNED INTO EMPRS. ALL DOCUMENTS ARE VIEWABLE BY PANEL MEMBERS (I.E. EVALS, PAGE 4s, AWARDS, ADVERSE, PAGE 13s) • ONCE SUPPLEMENTAL PACKAGE IS SCANNED IN, HARD COPY PACKAGE IS FILED FOR RECORDERS TO PULL IF SCANNED IN DOCUMENTS ARE ILLEGIBLE.

ESR / PSR MANAGEMENT: • VISIT www.staynavy.navy.mil CLICK PROFESSIONAL RECORD ONLINE TAB TO VIEW PSR/ESR ONLINE. • CURRENT AND UP TO DATE ESR/PSR WAS FAVORABLE. • FOR MP’S, ATTENTION WAS PLACED ON MEMBERS TRAIT AVERAGE, SUMMARY GROUP AVERAGE, AND WHERE THEY FELL OUT IN RELATION TO CO’S CUMMALITIVE MARK AVERAGE. • KEEP NEC’S UPDATED IN YOUR OFFICIAL RECORD. • SPECIALTY GROUPS HAVE TO BE UPDATED. • A LOT OF WEIGHT IS PLACED UPON GOOD SEA/SHORE ROTATION. PICK YOUR DUTY STATIONS ACCORDINGLY. • PEER GROUP RANKINGS ARE REFLECTED AS A SNAP SHOT TO BOARD MEMBERS.

  16. HOW SELECTION BOARD WORKS: • BOARD MEMBERS LOOK AT SERVICE RECORDS RANDOMLY. EACH CANDIDATE IS SCORED TWICE. PANELS WILL SCORE FROM 200 TO 1300 RECORDS DURING THE BOARD. THIS DOESN’T INCLUDE DELIBERATION AND SLATE TIME. • EVALS / FITREPS / PUNITIVE REMARKS - GO BACK 5 YEARS • THE BOARD WAS BRIEFED NOT TO SCRUTINIZE EARLY SELECTS, BUT RATHER, TO PROMOTE THE BEST AND MOST FULLY QUALIFIED TO CHIEF. EARLY SELECTEE QUOTA LIMITS ARE IN EFFECT FOR EACH RATING BUT THEY ARE NOT NORMALLY ATTAINED.

  17. HOW SELECTION BOARD WORKS: • SCORING SHEETS ARE BROKEN DOWN AS FOLLOWS: PERFORMANCE, CAREER HISTORY, AWARDS, EDUCATION, INITIATIVE AND ADVERSE. • ONCE TWO PANEL MEMBERS HAVE REVIEWED EACH CANDIDATE, THE LOW SCORING INDIVIDUALS ARE ELIMINATED FROM FURTHER DELIBERATION. THE REMAINING CANDIDATES GO INTO “THE CRUNCH”. AT THIS POINT SCORING IS OUT THE DOOR AND SELECTION DEPENDS ON PERFORMANCE, QUALIFICATIONS, PROVEN LEADERSHIP ABILITY, SEA/SHORE ROTATION FOR SOUND DIVISERITY, STRONG COMMAND RECOMMENDATION, ETC. THEORETICALLY, A RELATIVE LOW SCORER CAN SOAR TO THE TOP OF THE HEAP, AND A HIGH SCORE CAN TAKE A DIVE TO THE BOTTOM.

HOW SELECTION BOARD WORKS: • ENHANCERS: - STRONG BREAKOUT AMONG PEERS - STRONG COMMAND RECOMMENDATION - SUSTAINED SUPERIOR PERFORMANCE - LEADERSHIP @ SEA - LEADING LARGE NUMBERS - SEA/SHORE ROTATION - LPO/LCPO BILLETS FILLED - RANKING (EP’s, MP’s, P’s) - CMD COLLATERAL DUTIES - SOQ / SOY - WATCH / QUALS - PERSONAL AWARDS - TAKING THE HARD JOBS - SPECIAL QUALIFICATIONS OBTAINED WITH OPPORTUNITY (DUAL WARFARE/MTS/EEOW/OOD AT SEA, ETC...)

  19. HOW SELECTION BOARD WORKS: • DETRACTORS: ADVERSE (NJP, C. MARTIAL, DUI, BODY FAT/PRT FAILURE) NO COMMAND RECOMMENDATION NO LEADERSHIP ROLES NO RANKINGS (I.E. EP OF 1) NO SOLID FIRST CLASS P.O. EVALUATION NO LPO EXPERIENCE NO SEA DUTY AS FIRST CLASS P.O. (RATING BASED) HAVING INSTRUCTOR NEC 9502 WITHOUT MTS STELLAR ASHORE/OUT OF RATE AND MARGINAL AT SEA NO WARFARE WHEN OPPORTUNITY IS THERE NO DCTT / IN-RATE QUALIFICATIONS WITH OPPORTUNITY
