Communications - Theses 16 • Data (patient care data, fees, etc.) will primarily be exchanged electronically • P16.1: At least 80% of the data exchanges within a health care institution, or alliance, will take place electronically • State in 2013: • Depends highly on data type and intended purpose • almost completely for financing data and accounting • high percentage for image data and diagnostic findings • bedside documentation and discharge documents on paper (have to be signed) • Probably “mismatch” in P16.1: about 60% will take place electronically

Communications - Theses 16 • Data (patient care data, fees, etc.) will primarily be exchanged electronically • P16.2: Data exchanges between health care institutions, or alliances, will increase by more than 25% • P16.3: The exchange of documents between institutions, or alliances, will take place electronically in over 60% of the cases • State in 2013: • in Germany only inside alliances legally associated by Integrated Care contracts • Probably “mismatch” in P16.3: about 40% will take place electronically

Communications - Theses 16 • Data (patient care data, fees, etc.) will primarily be exchanged electronically • P16.4: Compulsory standards will exist for electronic data exchange between health care institutions • State in 2013: • Standards exist for: • Accounting (ADT, KVDT, etc., compulsory) • Quality reports (XML-based format, compulsory) • Image communication (DICOM) • Internal communication in hospitals (HL7) • Intra- & intersectoral communication: IHE is increasing

Communications - Theses 17 • Beside personal contacts (conversation, telephone), electronic mail has become a standard form of communication • P17.1: Over 90% of all written contacts between institutions will be by email • State in 2013: • in Germany restricted by legal aspects (data protection, data security, patients rights) • Probably “mismatch” in P17.1: less than 20% will take place by email in hospitals, less than 40% in practices / general practitioners offices

Communications - Theses 17 • Beside personal contacts (conversation, telephone), electronic mail has become a standard form of communication • P17.2: Appointments for patient care, admission, etc. will, however, be made primarily by telephone, 20% will be made electronically • State in 2013: • “match”

  8. Communications - Theses 18 • The importance of cryptographic methods and digital signatures will continue to increase. The electronic signature will have will have become accepted • P18.1: Over 80% of all official electronic documents will be signed digitally only • State in 2013: • Probably “mismatch” in P18.1: about 10% to 20% all official electronic documents are signed digitally (as a result of the not fully implemented “telematic infrastructure” incl. HPC’s)

The electronic signature will have will have become accepted • P18.2: More than 90% of the electronic, patient related communication between institutions, or alliances, will be encrypted • State in 2013: • Probably “match” in P18.2: probably 90% of the electronic communication will be encrypted, but the absolute part of it is very small

The electronic signature will have will have become accepted • P18.3: Over 90% of the professionals working in the health care sector will use a ‘Health Professional Card’ to identify themselves and to sign documents • State in 2013: • Probably “mismatch” in P18.3: about 10% of the professionals working in the health care sector will use a ‘Health Professional Card’ (as a result of the not fully implemented “telematic infrastructure” incl. HPC’s)

Communications - Theses 19 • The importance of email, as a form of physician-patient communication, will increase • P19.1: More than 70% of the hospitals and over 20% of the practices will allow qualified members of their medical staff to answer patient questions by email • State in 2013: • in Germany restricted by legal aspects (data protection, data security, patients rights, “Fernbehandlungsverbot”) • Probably “mismatch” in P19.1: less than 10% will take place by email in hospitals, less than 40% in practices / general practitioners offices

Conclusions on Communication • Some “mismatches” in T16 to T19 • In general correct tendency, but development slower than expected • Legal aspects(data protection, data security, patients’ rights) • Some technical “mismatches”, e.g. according email • Main communication media in general / in the “society” • Not mail communication media in healthcare • Web services and portals maybe a future solution • Slowly growing “telematics” and “telemedicine”
