    3. History In 1992 the precursor law went into effect in Utah and in 1998, they included iodine on the precursor list. But didn’t really affect the lab rate – that was the year that it went up significantly. In 2004 HB 123 mandated cleaning up meth labs reported by the police – spend a little time talking about what exactly is happening with that law because it is still what we operate under even today. In 2008 legislative session, SB 209 passed which mandates research based standards for all meth contaminated properties. SO, here we kind of see that our laws aren’t necessarily proactive – mostly just reacting – we are on the wrong side of the curve. The dramatic reduction in locally produced methamphetamine has been accompanied by an increase in the availability of Mexican methamphetamine. Debriefings of former methamphetamine cooks suggest that purchasing Mexican methamphetamine is now far easier and cheaper than acquiring the chemicals and the secure location needed to manufacture it. Get stats on extent of meth use - like 64% of those being treated at women (compared to 22% in 2000) of those who use 75% are mothers in Utah – mostly using at home – maybe that is why we are seeing an increase in meth use sites. 7% are pregnant when they are admitted. Rocky Mountain Center for Occupational and Environmental Health Background: The Rocky Mountain Center for Occupational & Environmental Health is part of the University of Utah and the Department of Family & Preventive Medicine within the School of Medicine. We are also a NIOSH ERC (Education and Research Center), meaning that we are funded by the United States Federal Government to do Research and provide Education in the field of Occupational Safety and Health.
