Safety Groups Program Objectives & Benefits • Prevention initiative ; eliminate workplace injuries, illnesses and fatalities • Collective approach to health & safety • Success achieved through pooling of resources, mentoring and sharing of best practices • Utilize the 5-step Health & Safety Management System • Incentive to develop sustainable health & safety programs • Rewards are demonstrated through achievements in health & safety • Potential WSIB premium rebate with no surcharge

  3. Firm Commitment • To participate: • Personal commitment of senior manager/owner • Complete application form annually • Schedule 1 paying premiums to WSIB • Participate for 1 full year • Register for only 1 safety group

  4. Firm Commitment • Attend at least 3 meetings • Complete Workplace assessment • Complete Action Plan, progress reports and year-end reports • Implement 5 steps for 5 elements *failure to complete these results in automatic withdrawal from the group

Firm Commitment • Complete all SG requirements • If selected participate in validation audit (10% of firms) • Document activities • Implement the elements to all branches, locations, and rate groups under the registered account number • Participate in sharing of group rebate • Accept a visit from PSHSA consultant Sponsor has right to take action if firm is not meeting program commitments

  6. Firm Commitment • Difficulty meeting requirements –request extra coaching • Withdraw from group: • Within 10 days of the first meeting (no claim history) • After that date & anytime up to the end of the year (no rebate , claim history remains)

  7. Firm Commitment • Work with JHSC or another committee/team • Ensure the same person attends at least 3 meetings • Choose elements that can reduce workload, e.g. : • Align with MoL initiatives • reduction of WSIB costs • new legislation • H&S gaps

  8. Firm Commitment • Have a plan to complete all elements and include this in your action plan • Network with other members and organizations • Utilize Sponsor support and website

  9. Element Requirements • The Element Requirements Chart will be used in the Safety Group Validation Audit Process. Firms will be measured against the Requirements Chart. • Each Element includes Resources to assist in the development of the standards. They are for reference only. • The Requirements chart outlines the minimum requirements. We encourage firms when and if possible to exceed the minimum requirements by incorporating best practices and improving workplace safety culture.

Closer look at choosing your elements • 1 Common Element • 1 RTW Element (pg 48-50) • 1 Leadership Element (page 22-25) • 1 Organization or Recognition & Assessment element (page 26-36). • Choose other elements from Control Activities (page 36-47) Select 5 elements that are achievable and will have an impact on your health and safety performance.

Other element • Elements that are not in the guidelines must be approved by WSIB consultant • Element must be health and safety related an valid to your company. • Element is not a sup-part of other program • Indicate how element refers to specific hazard in your workplace • Provide an outline on how you will apply the 5-steps

  14. This is everyone’s program • Keep records of elements worked on in the 5 years ensure you do not repeat elements! • Organized the elements systematically. Anyone should be able to manage the program. • Back up your records.

Validation Audit Process • 10% of each group are selected to verify the Year-end reports • On-site audit by a Safety Groups Program Consultant • Evidence based audit of the 5-Step Management system Methodology includes: • Documentation review • Interviews (management and workers) • Observation of the workplace

  17. 2012 Rebate Formula GROUP REBATE Performance Achievement 6% Max. up to 1% up to 4% up to 1% + + = For improvements to severity rate For successful program implementation For improvements to LTI frequency rate *Based on Group premiums paid • Frequency & Severity improvement must exceed preset performance threshold. • Achievement score is subject to a performance improvement threshold of 0.5/2 or rebate • reduced by half. • Performance calculated by comparing the two most recent years with two prior years. • An employer with a traumatic fatality in the program year will be disqualified from the Safety • Group rebate.

Step 1 - Set Standards pg. 11 • Written statements outlining H&S expectations • policy statements - management’s expectations • procedures - step by step instructions for particular tasks or processes • safe work procedures - written directions that include health & safety in the work processes • Must Include the points in the “Element Requirement Chart” – page 22 • Meet minimum legal requirements • Current date and signed Health & Safety Standards should answer the 5 W’s and How

Step 2 – Communicate pg. 13 • General awareness of H&S elements • Ensure that everyone knows and understands what is expected of them and what they can expect of others • Many different ways to communicate: • staff meetings • safety talks • print or electronic notices – memos, newsletters, e-mails • Posters/notices • Payroll stuffer Did they read it??? Maintain records of how you communicated each element

Step 3 – Train pg 14 • Managers, supervisors and workers attain the knowledge and skill to do the work safely • Training methods: • During orientation training • Planned training sessions for specific staff • Demonstrations by supervisors • Observing another co-worker (mentoring or buddy system) Health & Safety Training records/certificates required for each element

  22. Step 4 – Evaluate pg. 16 • Are your Safety Group standards working ? How do you know? • Compare actual workplace activities to your written health & safety standards and expectations • What are the out comes? (Inspection items actioned), (incident reports completed) • Keep track and document your evaluation process & analysis • There are many different ways to evaluate: • Analysis of observations/inspections/plant or job-site audits • Survey of employees – interviews or questionnaire • Statistical review & analysis - i.e. WSIB information • Review and analysis by JHSC • Management review and analysis • Third party assessment and analysis Credit given even if evaluation outcome is negative
