  2. Summary • IATA proposes the staged implementation of an unrestricted UPR Zone within Oakland airspace as a means of achieving the objectives of the Pacific Project.

  3. Discussion • IATA believes that the UPR evaluation and implementation work undertaken by the IPACG partners provides a solid foundation on which to commence the immediate staged implementation of an unrestricted UPR zone across the Central and North Pacific Ocean, initially within Oakland airspace.

  4. Discussion • IATA is ready to start collaborative work now with the IPACG partners and as such proposes an immediate start to the process of establishing an unrestricted Central and North Pacific Ocean UPR zone.

  5. Discussion • To manage implementation IATA proposes the following timetable: • Year 1 - Eastbound routes wholly contained within Oakland airspace, starting from the Fukuoka boundary; • Year 2 - Westbound routes wholly contained within Oakland airspace to the Fukuoka boundary;

  6. Discussion • Year 3 onwards – Progressive expansion of UPR start/end points inside Fukuoka FIR, ultimately to/from the boundary between Japanese domestic and oceanic airspace; • Year 4 – Expansion into Anchorage airspace.

  7. Discussion • The CENPAC routes between Hawaii and the United States mainland would not be part of the proposed UPR zone. • IATA would like to actively assist with implementation of this proposal by working in a collaborative manner with the FAA and JCAB.

  8. Discussion • IATA proposes that the Pacific Project monitor and assist IPACG with the work program associated with this proposal.
