WHY SUBMIT REPORTS? • NAMIBIA IS PARTY TO SEVERAL INTERNATIONAL TREATIES AND CONVENTIONS - NAMIBIA IS PARTY TO NON-PROLIFERATION TREATY (NPT) - SAFEGUARDS AGREEMENT • ADDITIONAL PROTOCOL • RISK OF PROLIFERATION OF NUCLAER WEAPONS • PROVIDE ASSUARANCES THAT NUCLEAR MATERIAL EXPORTS ARE NOT DIVERTED 3. REPRORTED EXPORTS ARE FOLLOWED UP IN RECEIVING STATE

PROVISIONS RELATED TO URANIUM MINING AND ORE INFCIRC/153 Article 34(a) “When any material containing uranium or thorium which has not reached the stage of the nuclear fuel cycle described in paragraph (c) is directly or indirectly exported to a nonnuclear- weapon State, the [State] shall inform the Agency of its quantity, composition and destination, unless the material is exported for specifically non-nuclear purposes;” INFCIRC/153 Article 34(b) “When any material containing uranium or thorium which has not reached the stage of the nuclear fuel cycle described in paragraph (c) is imported, the [State] shall inform the Agency of its quantity and composition, unless the material is imported for specifically non-nuclear purposes;” INFCIRC/153 Article 34(c) “When any nuclear material of a composition and purity suitable for fuel fabrication or for being isotopically enriched leaves the plant or the process stage in which it has been produced ... the nuclear material shall become subject to the other safeguards procedures specified in the Agreement;

IMPORTANCE OF INFORMATION TO IAEA • Agency evaluates State nuclear activities to verify: • consistency of State reports/declarations • consistency of State declared nuclear activities • consistency of information provided by State • derived by the Agency from open sources • received from other sources • UN Security Council Resolutions Inconsistencies • trigger follow-up actions • might indicate undeclared activities • reported export not confirmed by receiver, or vice versa • receiving State does not have declared nuclear facility

  5. REPORTS 1. REDBOOK QUESTIONAIRE • Updated review of production, resources and production , demand regarding uranium market fundamentals and statistical overview. 2. UDEPO( World Distribution of Uranium deposits D-Base /NFCIS (Nuclear Fuel Cycle Information System) • Computerized database; • Provides IAEA and Member States info on current, consistent and readily accessible information on existing and planned NFCF around the world; • Information- uranium ore processing, recovery of uranium form phosphoric acid, uranium refining, conversion and enrichment of uranium, MOX fuel fabrication etc. • Non operational facilities are also included ( under study or construction or awaiting approval and licensing) • Annual 3. CONCLUSION • Safeguards obligations related to mining and ore processing are limited but the information to be provided is important; • Efficient and effective control of uranium mining and ore processing activities is in the interest of NAMIBIA; • Essential for the non-proliferation regime; • MME is in process to develop the Nuclear Fuel Cycle Policy and relevant regulatory framework
