VOA Data Strategy • based on getting the data the VOA needs to value properties correctly for property tax (i.e. CT, NDR and IR national taxes), and for other public sector clients; • making the CT and NDR property tax systems more transparent by giving the taxpayer more information about how their valuation has been arrived at; • to contribute to other cross departmental policies where possible

  3. What data does the VOA need? • We need accurate and up to date information about: • prices paid on the sale or transfer of properties • rents paid on the letting of properties • the characteristics or attributes of properties (i.e. survey information) • property change information

  4. Importance of identification • it is important that we have an accurate and up to date address database, • we need to use more authoritative addresses or common references to enable electronic linkage to other public sector information sources • electronic data transfer enables faster, more accurate and cheaper inflow of data from other organisations and helps to ensure that our database is complete.

How to obtain this information? • having established what data we need, we have to consider how best to obtain it • if the data already exists within the public sector, our approach is to get it from that source wherever possible • this helps to increase cost-effectiveness and reduce the burden on citizens and businesses

  9. VOA and NLPG • VOA provided all its database addresses to create the NLPG • VOA’s local taxation role makes partnership with local authorities high priority • NLPG UPRNs in our database need to be robustly maintained • Clear future benefits of NLPG UPRN use in data sharing across government

  10. VOA Drivers • Non Domestic Rating Revaluation 2005 • Council Tax Revaluation in England 2007, Wales 2005 • Need for more complete, timely and accurate information for local taxation • Need for consistency nationally • Electronic transfer makes data transfers more efficient

Possible obstacles • Need for NLPG to be complete • Low match rate for NDR/UPRN (e.g. multi-occupied properties; no postal address) • Need for LLPG to be fully embedded across local authority functions • Data Protection Act – concerns raised by local authorities • Lack of access to Building Control completions information (e.g. where function outsourced)

  13. Further Opportunities • VOA website development, using NLPG UPRN and GIS • Move to full GIS use in VOA business processes • Greater use of CAD plans, to source existing plans & to create new plans • Move towards using BS7666 addresses

  14. Major successes to date • NLPG UPRNs attached to 92% of domestic addresses for Council Tax • Maintenance programme underway between VOA and NLPG • XML Schema development underway and ready to pilot shortly • VOA IT development for full electronic transfer planned by 2005
