Leveraging Federation in Contingency Operations

This discussion, led by LTC Richard Faulkner, explores the vital role of federation in contingency operations. It emphasizes the importance of incorporating industry solutions and leveraging the groundwork laid by DMDC with DCCIS. The presentation covers interoperable solutions necessary for physical and logical access, like DBIDS and JAMMS, and highlights the integration of biometric systems in CENTCOM. Challenges, such as governance, security compliance, and PII issues, are addressed to promote a seamless, agile response for both domestic and overseas operations.

  1. Leveraging Federation in Contingency Operations LTC Richard Faulkner OSD-ATL-Program Support

  2. How Do We Make Federation Work • Inclusion of industry in any solution • Leverage the work DMDC has implemented around DCCIS • Any Solution must be interoperable with other systems for physical and logical access. (DBIDS, DNVC, JAMMS)

  3. How We Are Using Today

  4. Work We are Doing/Preparing For In Contingencies • Inclusion of biometric and base authorization systems in the CENTCOM area of Responsibility • Industry “Pilot” at Fort Belvoir • Promote ability to quickly add contractors to federal response plans (overseas & domestically)

  5. Challenges Around Federation • DoD must be isolated from risks • Strong governance to ensure that companies and industry groups play by the rules • Standardized interoperability and security requirements • Eliminate the concern about PII issues through “Federated Situational Access”
