  1. Employment Ontario Information System Update Service Delivery Advisory Group August 28, 2008

Purpose • Provide an Employment Ontario Information System (EOIS) update. • Including overviews of the Contract and Case Management modules. • Introduce the high level timelines associated with the development and implementation of Case Management. • Outline upcoming Service Provider engagement opportunities.

  3. EOIS Update • The Ministry’s development of EOIS is proceeding on schedule. • The modules that will be of interest to service providers are the Contract and Case Management systems. • The Contract Management system is an automated tool that supports the management of EO service provider contracts. It launches October 2008. • The Case Management system supports the planning and delivery of services to Employment Ontario Clients and must facilitate the transition off of Contact IV and the Common System for Grants and Contributions (CSGC) by June 2010.

Contract Management • The Contract Management System (CMS) is an internal system used by MTCU staff and linked to the Ontario Public Service (OPS) Corporate Integrated Financial Information System (IFIS) • Will support streamlined, regionally-based contract management in the Employment and Training Division • Will facilitate the transition of the Project Life Cycle module of the federal Common System for Grants and Contributions by April 1, 2009

Case Management • The EOIS Case Management System (CaMS) will support the transformation of Employment Ontario (EO) to a customer-focused, integrated, outcomes-based service delivery network. • CaMS supports the planning and delivery of services to Employment Ontario Clients. • CaMS will establish a Case with an integrated Service Plan as the mechanism to manage the information required to plan, deliver and assess the services necessary to meet Client goals and EO outcomes.

  6. Design Considerations • CaMS will be a web-based application. • Access will be controlled through the OPS standard ONE-key security system. • Must facilitate the transition off of Contact IV and the Common System for Grants and Contributions (CSGC) by June 2010. • Will support the delivery of the full suite of Employment Services. • The protection of personal privacy in accordance with the Freedom of Information and Protection of Privacy Act is a core CaMS objective.

  7. Timeline • The Ministry is in the process of finalizing the procurement of a commercial-off-the-shelf Case Management system for Employment Ontario. • The Ministry is committed to engaging service providers throughout the development and implementation of CaMS.

  8. Information Gathering • The Ministry’s initial information gathering sessions will aide in our understanding of EO client service interactions, processes and needs. • The Ministry understands that it is important to work with service providers and to take into account your needs, to ensure that CaMS is an innovative system that reflects best practices.

  9. Next Steps • In support of information gathering, the Ministry will be conducting surveys of service providers throughout Fall 2008. • SDAG to propose candidates for participation in information gathering sessions, to be conducted by Ministry project staff from Fall 2008 to Spring 2009. • The Ministry will select participants from the candidate pool as determined by the subject matter area of the session and the candidate’s related experience. • The Ministry will return to SDAG with an overview of the outcomes of the information gathering sessions in Spring 2009 and with details regarding future engagement opportunities.

Information Session Details • Number of candidates? • 24 • Who should participate? • Front line staff who have current subject matter expertise with the client – in either the assessment, creation and/or management of client cases. • Representative cross section of small/medium/large providers and EO sectors. • Expertise in MTCU funded programs and the corresponding systems. • Time commitment? • Candidates will be required to participate in two half day sessions and follow up with one half day validation session during the information gathering period. • It is expected that they will review materials in advance and solicit input from within their organizations.
