The 2007 – 2013 ESF Planning period The ‘Agreement for the 2007-2009 planning for the integrated education of vocational training, guidance and employment policies“ between Emilia-Romagna region and Province of Parma imply: • Analysis of the labor market in the Province of Parma: how does the market performs regarding each target group • Results achieved in the previous 2000 - 2006 ESF planning period, both for VET and Labour Services • General policies and broad planning: set provincial priorities related to the specific objectives of the ESF Regional Operational Programme (POR) and identified actions to be financed by other national resources • The 2007 - 2009 planning was extended until the end of 2010. • The new plan 2011 - 2013 is being finalized.

The 2007 – 2013 ESF Planning period The European Social Fund 2007 - 2013 Objective 2 Regional Competitiveness and Employment public calls Methodology for call construction, step by step: Sharing the goals / strategies with institutional organizations:      - Provincial Commission for Sociale Concertation, made by institutional and social parties      - Provincial Conference of coordination, made by …; Identification of professional profiles (among the Emilia-Romagna directory of professional qualifications: SRQ) for VET, with the support of the Labour Market Observatory (OML). Since 2010, the profiles are also identified by a new body, created to react to the crisis effects, an Operating Table, formed on 22/03/2010 by all social and economic local representatives. Public Calls for VET projects include a general section and the "actions " related to the purposes set out in the ‘Agreement for the 2007-2009 planning for the integrated education of vocational training, guidance and employment policies“ between Emilia-Romagna region and Province of Parma .

The 2007 – 2013 ESF Planning period The call for integrated training for young people is made through a diversified procedure and is intended only to accredited educational institutions for compulsory education / training. The types of training are linked to each action of calls and specific actions are aimed at citizens at risk of social exclusion.

The 2007 – 2013 ESF Planning period The funds are listed in the General Notices and relate to:Axis I AdaptabilityAxis II EmployabilityAxis III Social InclusionOther funds managed by the national Province The 2007 - 2009 ESF resources were €31.360.876 million (average €10.300.000/year) The 2010 ESF resources were: €8.537.630 The 2011 - 2013 ESF resources are about €7.600.000 each year (expected value)

The 2007 – 2013 ESF Planning period VET in care sector Emilia-Romagna SRQ in the professional area of the repertory is called "Social Welfare, Health, Social and Health" and the qualifications are: Health workers (OSS) Social Animator Italian Sign Language Interpreter Intercultural Mediator The Emilia-Romagna region has invested in particular on the figure of OSS nationally recognized.

The 2007 – 2013 ESF Planning period The OSS profile is reached by the following VET paths: Initial Training: 1.000 hours aimed at adults, not occupied Training at Work: 300 hours directed at employed having previous knowledge and skills. Initial Training    The Province in the 2000-2006 ESF programming devoted to the profile OSS about half of the total resources made available for job training.     Due to diminishing resources in Axis II 2007-2013 ESF, funded OSS paths aimed at unemployed decreased.     In 2009, the Region Emilia Romagna has deployed additional resources.

The 2007 – 2013 ESF Planning period Training on the JobFrom 2003 to 2009, the Province of Parma dedicated resources to the upgrading and qualification of workers of social and health strauctures without or with obsolete qualification.The management of the activity was supported by two institutional bodies:- a "Political Desk" (Province, municipalities, trade unions etc);- a ”Technical Desk" (Service Professional Training and Social Services of the Province, the public and private health companies, trade unions and cooperation). In 2009, the Emilia-Romagna Region has deployed additional funds for the issuance of the qualification by the validation of work experiences.

  12. The 2007 – 2013 ESF Planning period Training Vouchers    In 2010 it was possible to finance 300 hours courses to achieve the OSS qualification, within a regional call. Unfunded courses Currently Oss training is no longer funded but just authorized: the Province recognizes the activities to educational institutions accredited by checking that the paths are relevant to regional standards
