  2. Raise your hand… • How many of you drive? • How many of you own cell phones? • How many of you have ever driven while talking on the phone? • How many of you feel that talking on the phone while driving contributes to a lot of car crashes?

  3. Real Facts • 60-70% of drivers report using their mobile phone at least sometimes while driving. • Its estimated that at any given moment in the day, 1-4% of drivers are using the phone. • Results of epidemiological studies strongly suggest that using a mobile phone while driving can increase the risk of being involved in a road crash up to four times. • The use of cell phones while vehicle is in motion has already been banned in Australia, Spain, Israel, Portugal, Italy, Brazil, Chile, Switzerland, Great Britain, Singapore, Taiwan, Sweden, Japan, and Austria. • Driving with a cell phone was banned in Japan after a study found the number of traffic accidents related to the phones increased by 11 percent from 1997 to 1998. In the month after the law went into effect, the number of accidents caused by drivers using cell phones fell by about 75 percent.

  5. Physical Distraction • Occurs when drivers have to simultaneously operate their mobile phone and operate their vehicle

  6. Cognitive Distraction • Occurs when driver has to divert part of his/her attention from driving to the telephone conversation

  7. Effects of driving while using a cell phone • Slower reactions to traffic signals and more frequently missed signals • Slower breaking reactions with more intensive breaking • Reduced general awareness of other traffic • More risks in decision making • Compensatory behavior

Hands-free vs. Handheld • Vast majority of studies report that hands-free phoning does not have a significant safety advantage over handheld phoning • Most important negative factor of mobile phone use is same for both types of phones • The diversion of attention from driving to the conversation itself

True Story… • November 13, 1999 Morgan Lee (2 years old) died as a result of injuries sustained in a car crash. • Car was broadsided by driver who failed to stop at stop sign while using a cell phone. • Driver ran a stop sign at 45 mph. • The driver was not charged for the accident. The most they could do was give him a $50 fine and two traffic tickets. There is no law in the state of Pennsylvania that punishes ordinary negligence behind the wheel when the result is death.
