Origins 1 • It has been many years (> 10?) since a Library Committee last existed at LBNL • Major changes require attention and user input • revolution: from print to on-line (journals, books, reference – moving target) • access requires on-line search database (e.g. Web of Science, currently limited to >1995 and 5 concurrent users) • fate of physical collection (back issues, space wars, bldg. 50 Library doomed?) • static library budget for several years (FY05? future?) • rapid growth in journal costs (average > 10% per year) • growing imbalance with life/bio divisions (LSD, GenD/JGI, PBD) • also ALS, NERSC, CRD, Molecular Foundry new • no book purchases in last decade

Origins 2 • Head librarian (Carol Backhus) retired in 2003: reinvent library? • TEID Head (Jane Tierney) has also been Acting Head Librarian since then • Savage budget cut in early FY05 (2/3 of journal funds cut), now to be partially/fully? restored • need to review results of hasty cut and restoration • library personnel down to 2.5 from 4 FTE • In Jan. 2005, the CSAC/TEID working group helped argue for and select restored journals (via lab-wide survey - valuable database) • group members: Shaheen Tonse, Corwin Booth, Michel Van Hove, Mary Clary

Committee organization • The Committee’s Charter (provisional) says: • The LBNL Library Committee (LLC) is run by the Computing and Communications Services Advisory Committee (CSAC) for the Information Technologies and Services Division (ITSD) • The LLC’s Chair is a member of CSAC. • The LLC members are chosen by the Chair from the LBNL scientific and engineering divisions, the Library and ITSD to represent LBNL’s scientific needs and the library management • The LLC meets quarterly and as needed • The LLC reports to CSAC and ITSD quarterly and as needed

Committee tasks • (From Charter) - The LLC advises ITSD and CSAC on matters concerning the LBNL Library, which include but are not limited to: • Long-term directions and strategies of the Library • Coordination with individual and divisional collections outside the Library • Prioritization and selection of collections (journals, books, etc.) • Access to the library (physical assets, on-line access, etc.) • Coordination with Records and Archives (including DOE-OSTI [Office of Scientific and Technical Information]) • Coordination with UC libraries
