  3. Infrastructure Assessment Planning & Response Team (PRT) Mission • PRT augments local efforts to conduct inspections of buildings (primarily residential) following major disaster (EQ, flood, hurricane, terrorist event); provides just-in-time training to inspectors. • Structural evaluations determine whether damaged (or potentially damaged) buildings are safe for use or if entry should be restricted or prohibited – mission involves ATC-20 post-earthquake (or ATC-45 post-flood) placarding system. • Provides management cell for wide array of civil works inspections including heavy structural assessments (e.g. hospitals to ensure mass care); mechanical, electrical, geotechnical, environmental engineering; water/wastewater infrastructure, etc.

Infrastructure Assessment PRT Program Improvements since 2009 RAP Broadened to support addl structural safety assessment training (e.g. Fort Leonard Wood, NAVFAC facilities) Improvements to IA + Water/Wastewater Infrastructure PSMAs, ESF 10 - ESF 3 MOU, ESF 3 Sub-MA process Robust water/ww infrastructure SME support from EPA (e.g. 2010 Tennessee Floods) Participation in water sector response workshops/TTXs (e.g. 2010 EPA Calif Water/ww Agency Response Network (WARN) TTX) Continued emphasis on deploying IA PRT as a mgt cell to cover broad range TA missions (e.g. Hurricane Irene - NY

  5. FEMA Essential Infrastructure Assessment (EIA SOP) and EIA Task Force Apr 09 SLS ID’d need for standardized doctrine for infrastructure assessments during response phase Rolled out at Dec 09 RAP Workshop SOP integrates IA actions within TF under FEMA Infrastructure Branch/JFO Operations

Infrastructure Technical Assistance • Essential Infrastructure Assessment Standard Operating Procedures (EIA SOP) • Problem Statement: 2009 EIA SOP is well-developed , designed to foster collaborative, interagency response in infrastructure assessment/repair arena but remains in draft. • Key Discussion Points: • SOP includes TF component to meet mission objectives • Add Annexes from participating ESFs • Complete SOP • Action #1: Solicit Comments on Draft EIA SOP • Start Date: 6 Dec 2011 • Est. Completion Date: 1 Feb 2012 • Action Lead: • Action # 2: Develop Annexes to EIA SOP • Start Date: 6 Dec 2011 • Est. Infrastructure Technical Assistance • EPA’s Role in Water/Wastewater Infrastructure Mission Support • Problem Statement: ESF 10-ESF 3 water/ww MOU is well-developed, provides clear guidance but warrants follow up and completion • Key Discussion Points: • Further clarify roles + responsibilities in MOU • Incorporate language to foster flexibility commensurate w/regional business practices • Cross-walk MOU w/sub-MA process Ongoing Resolutions: Stakeholders continue to update draft MOU; document nearly complete pending revisions and approval Obstacles: Need to reconcile regional business practices PDT Members: Action #1: Complete FEMA-USACE-EPA Emergency Restoration of Critical Water Sector Services/Facilities MOU Start Date: 6 Dec 2011 Est. Infrastructure Technical Assistance • Emergency Water/Wastewater Infrastructure Repair Contracting Capabilities • Problem Statement: Water/ww infrastructure repair efforts are generally within local/State capabilities, but additional contracting depth warranted for catastrophic event applications. • Key Discussion Points: • ID strategies to improve contract coverage, incl existing IDIQ contracts • Develop SOW to improve readiness of expedited emergency contract process Ongoing Resolutions: Some districts have existing water/ww infrastr repair capabilities under IDIQ contracts Obstacles: PDT Members: Action #1: Develop SOW to support expedited emergency repair of essential water/ww infrastructure Start Date: 7 Dec 2011 Est.
