Need of the OECD-Eurostat inventory on housing services • PPP Programme: improving PPP estimation • Results based on collecting rent data for the estimation of PPPs have been often unrealistic and changes over time volatile • National accounts: need to have a summary on sources and methods used by countries • In terms of size, housing is one of most important activities

Contents of the inventory • European OECD countries (sent by Eurostat): • National accounts data sources and methods in countries with a rent market (Part A) and where it does not exist (Part B) • PPP data sources and methods in countries with a rent market (Part C) and where it does not exists (Part D) • Non-European OECD countries (sent by OECD): • Only National accounts data sources and methods (Parts A and B) Note: Questionnaires on PPP data sources and methods by Eurostat (Parts C and D) are not presented in the paper. Those questions are related to the revision of PPP series, 1995-, by Eurostat

  4. Housing services: PPP benchmark results compared to NA extrapolations from the previous PPP benchmark year

Reasons for unsatisfactory results • Specifications of dwellings do not match available data sources in countries • Prices provided have not been verified with prices underlying national accounts • Coverage of rents is not the same in different countries. To compare like to like, the contents of rent should be standardised and prices should be adjusted if they differ from the standard.

  6. Principles in the revision • Ideally, data for the estimation PPPs and volumes could be extracted directly from the sources underlying national accounts. This would ensure that results are in close consistency with the NA. • Results of the inventory will show, how this could be implemented in practice.

  7. Questions • If stratification method is applied in the NA: • by which factors cross-classified dwelling stock data (in square meters and rents/m2) are available annually or for the benchmark year • If other methods are used • a description of the method using the same framework when feasible

  8. Stages of the development work • Answers are tabulated to provide an easy overall view on the differences between countries. Countries are contacted when necessary. • Preliminary results are circulated to countries. They are discussed first time in the Eurostat PPP working party in November this year. • Report is prepared for the OECD meeting of national accounts experts, 2003.
