The FM workforce is critical to the success of our strategy! People are the foundation for
success of Air Force Financial Management. FM professionals must continue to develop
individually through training, self-study, and developmental assignments; and organizationally
through appropriate alignment with evolving systems and service delivery. Each of the five
strategic goals (identified as vital in achieving the FM Vision) requires us to develop the FM
workforce.

Capability: This is the ability to execute a specific course of action. It can be a single business enabler (e.g. system) or a combination of business enablers (e.g. business processes, policies, people, tools, and systems information) that assist an organization in delivering value to its customer.
Process: A group of logically related activities required to execute a specific task /group of tasks or create an information asset (report). Note: Sequential activities make up a process.
Activity: An activity is an action performed in conducting the business of an enterprise. It is used to portray operational actions not hardware/software system functions. Activities may align to processes and capabilities
System Function: Set of organized technical actions that produce a defined automated output when given specific data inputs. A System Function should align to activities, processes, and capabilities
Requirement – Defined business needs or opportunities to be addressed by a manual activity and/or system function. A requirement, when fulfilled by a manual activity, system function, policy, or governance represents a new or enhanced capability

Assemble estimates for the upcoming fiscal year, prepare justification materials to support those estimates, and defend those estimates formally and informally.
Budget Planning
Establish the initial agency budget plan. The budget plan is a blueprint for using financial resources during any given fiscal period or series of periods.
Budget Authority
The beginning of budget execution, records budgetary resources and supports the establishment of legal budgetary limitations, including appropriation warrants, apportionments, reapportionments, transfer allocations, and continuing resolutions. It also supports the establishment of funding that are not subject to apportionment.

As career field manager for your officers and civilians, we have Force Development and Education and Training responsibiliy. I will discuss each of those areas.
We currently have responsibility for FM Workforce Communications which includes the AF Comptroller magazine and the SAF/FM On-Line monthly newsletter.
We are serve as your FM WarPlanner and Comptroller Functional Area Manager (basically the CFM for wartime areas). I can’t address each of these in detail but this will provide a reference material for our areas of responsibility.
The first four areas are primarily AF-wide FM functions. The last is colored differently to indicate it is primarily internal to SAF/FM. We serve as your internal personnel and manpower office.This is an umbrella shot of what is in the FMPW portfolio.

This shows the complex expected connections between ECSS and on-going AF systems initiatives such as DIMHRS, DEAMS, and AFKS. ECSS is planning for full integration with these systems. Further, ECSS anticipates integration beyond the AF to include other DoD services and agencies as well as commercial suppliers. This integration will be accomplished using a standards-based integration approach that will be defined by GCSS-AF and ECSS collaboratively with the other parties.
