  2. Department of Finance • The Department of Finance is a government institution that formulates fiscal policy. Basic Function : • revenue generation to ensure adequate financing needs of the country . • Carrying out this function has led to an expansion of the DOF's role over time.

  4. History • 1987- The Filipino nation had its first national Treasurer in the person of Baldomero Aguinaldo who was appointed by President Emilio Aguinaldo as Secretary of the Treasury. The imposition and collection of taxes became its principal functions.

  6. Mission To efficiently and effectively manage the financial resources of the government by maximizing revenues from available funds  and minimizing costs of financing whenever possible.

  7. Vision To be a pro-active manager of the public funds  characterized by active duration management,  minimization of interest rate risks  and hedging of financial risks.

  8. Primary Functions of Btr • Assist in formulation of policies on borrowing, investment and capital market development; • Formulate adequate operational guidelines for fiscal and financial policies • Assist in preparation by government agencies concerned of an annual program, for revenue and expenditure targets, borrowing levels and cash balances of National Government (NG)

Functions of Btr • Maintain books of accounts of the NG cash transactions; • Manage cash resources of NG, collect advances made, and guarantee and forward cover fees due NG • Control and service NG public debt, both foreign and domestic; • Issue, service, redeem government securities for account of NG as may be authorized by the President pursuant to law.

Republic Acts • Republic Act No. 1000 • Certify allowable debt and guarantee • Manage contributions to the Bond Sinking Fund and the fund itself • Republic Act N o. 3844 • Manage the Assurance Fund for the redemption of Land Reform Bonds. • Republic Act No. 6657 • Manage the Agrarian Reform Fund

Executive Order No. 739 and Republic Act No. 8250 • Offset from budgetary support to GOCCs their corporate cash dividend under R.A. 7656, guarantee fees, advances for loans relent to GOCCs as well as for obligations which are guaranteed by the NG and other valid receivables of NG. • Republic Act No. 3936 as amended by Presidential Decree No. 679 • Initiate legal proceedings for escheat of unclaimed balances in favor of the government.

  13. TREASURER OF THE PHILIPPINES Directs the formulation of policies on borrowing, investment and capital market development; the formulation of adequate operations guidelines for fiscal and financial Policies.

  14. DEPUTY TREASURER OF THE PHILIPPINES:PLANNING AND POLICY SUBSECTOR Oversees policy studies and researches conducted by the Research Service. Provides technical assistance and advice on matters pertaining to management of funds by the Asset Management Service of the Bureau.

  15. DEPUTY TREASURER OF THE PHILIPPINES:OPERATIONS SUBSECTOR • Supervises and controls directly the Liability Management Service and all divisions under said services • acts as over-all coordinator of the Treasury Regional Offices of the Bureau.

  16. DEPUTY TREASURER OF THE PHILIPPINES:AUXILLARY SUBSECTOR • Provides over-all supervision, direction, control and coordination in the implementation and development of the bureau information technology requirements to determine their effectiveness and conformance to the Bureau's goals and objectives.
