The EUR-ACE project aiming at elaboration of common European Framework for accreditation of engineering education was carried out by the Consortium of 14 partners from September 2004 to March 2006. The Project was supported by the European Commission within two programmes SOCRATES and TEMPUS. Introduction

  3. Introduction In 2006 two Projects aiming at implementation of the EUR-ACE Project results were presented to the European Commission in parallel and got support : - EUR-ACE IMPLEMENTATION forSOCRATESgrant,-PRO-EASTforTEMPUSgrant.

Promotion and implementation of the EUR-ACE Framework standards in the Russian Federationthrough : - dissemination of the EUR-ACE approach for accrediting engineering programmes to the broad engineering community of Russian HEIs, - approbation of the EUR-ACE criteria and procedures and awarding the EUR-ACE label to accredited programmes in Russian HEIs. Stage 1: Dissemination seminar for representatives of Russian HEIs, Stage 2: Training of academic staff and preparation of self-evaluation reports by HEIs, Stage 3: Workshop for experts in evaluation of programme quality, Stage 4: Accreditation visits to interested Russian HEIs, Stage 5: Wrapping-up.   7. Stage 1: Dissemination seminar for representatives of Russian HEIs. On March 27-28, 2007 the International Symposium "Innovative engineering education and specialists training" was held in Moscow ( Russia ). More than 150participants representing 60 Russian institutions attended. Programme included as parallel sessions two Workshops within PRO-EAST agenda: PRO–EAST Activities PRO-EAST Seminar for RAEE experts ( 28 participants ) Consulting Seminar of the RAEE Accreditation Center ( 15 faculty members from 4 HEI applied for EUR-ACE accreditation )

  8. Stage 1: Dissemination seminar for representatives of Russian HEIs. The seminar was devoted to the issues of harmonization of Russian accreditation system in engineering education with the common European system being created within EHEA. Topics discussed: - EUR-ACE Framework Standards, recognition of the programmes accredited against these standards, - the RAEE contribution to the ENAEE activities. PRO–EAST Activities

  9. Stage 1: Dissemination seminar for representatives of Russian HEIs. As a result of the seminar a call for HEIs interested in accrediting their programmes against EUR-ACE Standards was issued. PRO–EAST Activities At the moment the AC RAEE has about 20 programmes to be evaluated in 2007.

  10. Stage 2: Training of academic staff and preparation of self-evaluation reports by HEIs. After identification of the programmes to be evaluated within the Project, the HEIs have started self-evaluation. At this stage training visitsof experts from European accrediting organizations are scheduled. During these visits the HEIs will be advised on self-evaluation and preparation the report.   11. Stage 3: Workshop for experts in evaluation of programme quality. Current event : May 9-11, 2007, Rome, Italy. Workshop is aimed at training of Russian evaluators for further participation in professional accreditation of engineering programmes with award of theEUR-ACE label. Numbers of participants: 13RAEE experts. PRO–EAST activities

  12. Stage 4: Accreditation visits to Russian HEIs. Accreditation visits will be carried out of interested HEIs. The result of the visits will be discussed during a final seminar. Each on-site visit will be provided by threeRAEE experts and one expert from European accrediting organizations.   13. Stage 5: Wrapping-up Final Dissemination Seminar for discussion of evaluation results (awarding EUR-ACE label) and promotion of good practices (November 6-8, 2007, Moscow, Russia). PRO–EAST Activities

  14. - Russian accreditation system harmonized with European quality assurance system, - Guidelines on HEIs self-evaluation reports, - Trained RAEE AC experts, - EUR-ACE Accredited programmes, - Dissemination of results. PRO–EAST Outputs

The RAEE participation in the EUR-ACE Project and its follow-ups contributesto : development of the common European system of quality assurance in EHEA, harmonization of the Russian national system for accreditation in engineering education with the common European system of quality assurance, promotion of engineering education. PRO–EAST Outputs

  16. In February 2007 the RAEE applied for Provisional Status in the Washington Accord.In June 17-22, 2007 the application will be considered during the International Engineers Meeting ( IEM2007 ) in Washington DC ( USA ). Accreditation Development

  17. The following Washington Accord signatories kindly agreed to be RAEE sponsors :- Canadian Council for Professional Engineers,- Engineering Council UK,- Japan Accreditation Board for Engineering Education. Accreditation Development

  18. New project : QUEST Project is supported by the British Council and the RF Ministry of Education and Science. Objective : elaboration of outcome-based standards for Master Degree Programmes ( Competences Descriptor ). Consortium: 7 Russian leading HEIs, RAEE and Russian Union of Employers and Businessmen ( RUEB ). Accreditation Development
