  10. conclusiones • Los puntos controvertidos en un proceso contencioso administrativo, se configuran al momento de postularse la demanda contencioso administrativa, porque se cuestiona allí LA VALIDEZ DE LA ACTUACIÓN DE LA ADMINISTRACIÓN, fundado en causales específicas sujetas a probanza. • La Declaratoria de rebeldía es incompatible con la finalidad y el objeto del proceso contencioso administrativo, de allí que no se regule la institución en el T.U.O. de la Ley 27584. • La propia especificidad del ordenamiento procesal contencioso administrativo permite concluir que las instituciones allí reguladas se diferencien sustancialmente del tratamiento que el C.P.C. puede haber regulado para ellas, debiendo primar siempre el principio de especilidad.
