  5. Expand important civil aero products actively • Large aircraft • Regional aircraft • Helicopter • General aircraft • Engine & airborne equipment

  6. 2. Strengthen the scientific research and production construction continuously Focus on high-level R&D platforms of large aircraft, regional aircraft, helicopter, general aircraft, aero engine, integrated electronic air system, comprehensive electro-mechanical system, and transmission system etc., and provide support for type development. Supplementally construct the major infrastructures, such as large-scale experimental wind tunnel and demonstration facilities of airworthiness test.

Increase independent innovation capability energetically • Based on the need of development of large aircraft, regional aircraft, civil helicopter, general aircraft and special-mission civil aircraft, organize the related technical research. • Take advantage of international cooperation and subcontract production, organize and develop the assimilation and re-innovation of the related technique in a planned and way purposely. • Do the best to promote the APTD program, establish the basic design system of aero engine, set up several demonstration platforms with important applicable prospects. • Promote the digitization engineering in aviation manufacturing, take the digitization engineering of aircraft manufacturing as the forerunner, gradually carry forward to the fields of aero engine and airborne equipment, etc., form digitization production mode at last.

Industrialization of civil aviation • (1) Accelerate the development of new type of civil aircraft and the modification and improvement of the existing models, enlarge the force marketing and sales, establish perfect customer support system, strive for realizing the goal of selling 100 aircraft annually. • (2) Increase the support force of aero products export, encourage to independently and jointly develop export-type civil aero products. Focus on exporting sales of main models, such as new regional aircraft ARJ21, MA 60, Y-12 families and H425 helicopter and so on.

(3) Enlarge the scale of subcontract producing aero spare parts, make further better the programs of final assembling A320, ERJ145, HC120 helicopter and CA109 helicopter; further enlarge the subcontract production of aircraft parts, engine spare parts and airborne equipment; strive for establishing and forming specialized production lines of aircraft nose, fuselage and tail sections, engine components, composite parts, etc. (4) Vigorously develop aviation maintenance industry, gradually build up the independent service system of civil aviation maintenance with the good chance of putting the aircraft into market, the aircraft, including regional aircraft, general aircraft, helicopter, are researched and made independently.

  10. III. Main measures of speeding up the development of China aviation industry

(1) Overall planning and collaborate development Start up research and formulation of medium- and long-term development-strategy planning and insist on 3 overall plans: (a) coordinate the development of trunk-liner, regional aircraft, helicopter and general aircraft; (b) coordinate the development of products researched independently, or made by the international cooperation, or by the introduced production lines; (c) coordinate the development of industry system, capability layout and type research.

(2) Deepen reform and innovate mechanism Boost the investment body diversification, encourage aviation enterprises to attract capitals of society and other industries to invest in the aviation industry. The industrial enterprises could perform the stock reform according to the state relative regulations, except the key aviation enterprises which can influence the national strategy safety and touch uponthe national core secrets.

(3) Strengthen scientific research and innovate independently Boost the system reform of aviation scientific research institutes, reinforce aero scientific & technological strategy and planning, unify the state aero scientific & technological resource management. Speed up the establishment of core & emphasis specialty system, set up scientific research collaboration mechanism adapted to related capability, build perfect aero scientific research system, strengthen the human troops construction by reasonably arranging scientific research programs.

(4) Enlarge open and promote cooperation Further enlarge external open of China aviation industry, actively develop international cooperation, strengthen the connection with the international scientific research institutes, jointly develop aviation science and technology research, hold and undertake the activities of international academic communication, increase the level and degree of international technical cooperation, enlarge and increase the scale and level of aviation industry cooperation.

(5) Strengthen management and highlight service First, strengthen legislation and policy research, formulate and perfect the relative laws and regulations for civil aircraft development and production, work out and release civil aircraft industry policies, technological policies and industry standards, release directive and guidance documents for aviation industry regularly. Second, improve and perfect the economic run and market control of aviation industry, specify the market behavior by mapping out plan, industry policy, investment policy, enforcing the law and inspect. Establish the fair, efficient and orderly market environment. Third, push the government affairs opening, improve information service, develop general investigation of civil aviation, release the annual reports on civil aviation statistics and industry development, promote aviation industry development continuously and healthily.
