  4. Public Processes:Ensuring Meaningful Input • Notice of Hearings • Location of Hearings • Voluntary outreach by applicants during environmental processes • Public input during environmental process is advisory- not dispositive. • Very specific NIMBY issues can deflect attention from broader siting issues which impact more people.

  5. Issues • Hearings more complex • 3 units at PVNGS sited in 2.5 days 1975 • 2 units ( not built) sited in 1 day. 1978 • Case 138 Aug 08 16 days, 17 interveners • Case 148 Aug 09 8 days 6 interveners • More complex hearings likely • More involvement by individuals and interest groups to participate as parties. Greater pressure re: NIMBY issues • Increased urbanization results in projects closer to residents

  6. Issues cont. • Methods of participation in siting hearings • Intervention • Limited Appearance • Public comment (AZ Open Mtg Law)

  7. Utility Compliance with Commission BTA Decision 70635 • ACC regulated utilities held workshops to develop ways transmission projects can be identified, constructed and financed in a manner which will support growth of renewables in AZ. • ACC regulated utilities took the work of AZ Renewable Task Force and SWAT Renewable Task Force s and identified the top three renewable transmission projects in their respective service territories. • Each ACC regulated utility, alone or with others developed plans to identify future renewable transmission projects and development plans and propose funding mechanisms to construct the top three renewable transmission projects. These plans and proposals were filed with the ACC by October 31, 2009, and will be discussed in the 6th Biennial Transmission Assessment. http://images.edocket.azcc.gov/docketpdf/0000091783.pdf
