SHORT LIFE WORKING GROUP GWSF, SFHA, CIH, COSLA, ALACHO, Stirling and Glasgow LAs and Scottish Government First of 3 Meetings : April 2013 New Regime Announced : July 2013 Huge credit to all involved, but especially Government Final work on detail completed November 2013 Outcome will be subject of review

THE RESULT Basic subsidy / benchmark up from £42,000 to £58,000 Grant “Up front” for feasibility, acquisition fees and contract costs Grant Providers / Local Authorities have flexibility to make judgements on scheme submissions (ground conditions, acquisition costs, special needs etc.) System will rely on self certification – minimal bureaucracy Cost over-runs will be considered Rents to be based on RPI only increase Comprehensive Guidance out – very soon?

  4. DOWNSIDES? No specific allowance for flatted accommodation (+£16k?) No grantfor environmental improvement Will the “held back” schemes to be too expensive? What happens of building inflation returns, as expected?

  5. WHAT NEXT? Commission feasibility studies Buy Sites Get started! Maybe not that straightforward?

  6. RESTRICTIONS Are sites available? Are proposals very expensive? Is environmental regeneration your priority? Will your plans be consistent with LHS / SHIP etc.?

  7. OTHER ISSUES Can you get private funding? On what terms – do you need help? (SFHA / GWSF to survey) Have you got the appetite to develop? Have you got the means to develop (expertise, experience)?

  8. PERSONAL VIEW It can work provided Grant Provider opens the gate wide enough in the first instance. OTHER VIEWS Glasgow and other Local Authority Perceptions are crucial (Jackie and Jim to speak to that)
