STRATEGIC SUPPORT FROM SRSA Deployment of a Senior Manager: • SRSA deployed a senior manager for a period of three months to conduct a situational analysis on challenges and root causes. • A report on the situational analysis was presented with recommendations. • Report was discussed with the Minister and the Auditor General. • An implementation Plan was formulated and was accepted by BSA Management and the Board of BSA. • Some of the key recommendations have been implemented whereas the implementation of others is still under way.

  21. STRATEGIC SUPPORT FROM SRSA Deployment of Contract Workers: • SRSA has deployed four employees appointed on three year (3) contract to the following areas: • Finance. • Human Resources. • Corporate Services and • Information and Communications Technology

STRATEGIC SUPPORT FROM SRSA Appointment of CFO: • SRSA has assisted in the advertising and short-listing of a Chief Financial Officer at BSA. • The AGSA had identified the position as very critical to BSA and its capacity to account for State Funds. Establishment of Audit Committee: • SRSA has facilitated the establishment and appointment of the Audit Committee by paying for an advert and SRSA HR and Internal Audit assisted in the short-listing and interviews of the members. • The Audit Committee is fully functional.

  23. STRATEGIC SUPPORT FROM SRSA Extension of Internal Audit Services: • SRSA has extended the mandate of its Internal Audit Directorate to serve as an Internal Audit function for BSA. • Several Internal Audit Reports have been generated and brought to the attention of the Board and Management.

  24. STRATEGIC SUPPORT FROM SRSA BSA as a Going Concern: • SRSA has paid long outstanding BSA debts. • SRSA is engaged in processes to ensure there is an improvement on the revenue generation processes. • SRSA is currently reviewing the current BSA budget baseline.

STRATEGIC SUPPORT FROM SRSA National Boxing Indaba: • During the 27th and 28th September 2013 SRSA organized and hosted a National Boxing Indaba under the theme: “Galvanizing Boxing for the Boxer”. • The Indaba was attended by representatives of all boxing stakeholders from the nine provinces. • The Indaba was preceded by Provincial Izindabas which involved all stakeholders • The Boxing Indaba took certain important Resolutions regarding inter alia the administration, marketing and regulation of boxing. • BSA is currently putting systems to implement the Resolutions.

  26. STRATEGIC SUPPORT FROM SRSA National Boxing Indaba (cont…..): • SRSA is currently processing a draft Sports Combat Bill which will essentially restructure BSA and further capacitate it to regulate other forms of combat sport including karate, judo and others.

DEVELOPMENTS WITHIN BOXING • During September 2014 the Board of BSA suspended the CEO, Mr. Qithi due to certain allegations of misconduct. • The investigation was concluded in November 2014 but could not be taken further due to the passing away of a Board Member which resulted in the Board not being able to quorate. • A new Board was appointed in May 2014 and met on the 4th July 2014. The Board accepted the recommendations of the investigator and Mr. Qithi was charged with misconduct. His case is going on currently. • The Board was provided with allegations of misconduct by Mr. Loyiso Mtya the then Acting CEO.

DEVELOPMENTS WITHIN BOXING (cont….) • BSA has refused to sanction tournaments that do not comply with the requirements of the Boxing Regulations and other legislative prescriptions. • Two entities have taken BSA to Court: (a) BPL, this entity took BSA to court when BSA refused to sanction a tournament which was cancelled due to non-compliance. BSA won the case in the Johannesburg High Court but later advised that a High Court in Port Elizabeth has sanctioned the tournament around 9H30 p.m. (b) Brown Bomber Promotions: This entity took BSA to court at the Bhisho High Court after BSA had refused to sanction a tournament which was non-compliant. BSA was advised by its lawyer that the Court had ruled that the matter was not urgent and should be enrolled on the normal court roll.

DEVELOPMENTS WITHIN BOXING (cont…_ • However that evening around 9:00 p.m. BSA was informed by its lawyer that the judge has directed that the matter must proceed the following morning at 10.00 a.m. • BSA prepared its papers that night and the matter was heard the following morning. The court ruled that the cancellation of the tournament was wrong however the court stated that it could not sanction the tournament as doing so would usurp BSA’s legislative powers. Request for Deployment of Personnel: • After the suspension of Mr. Mtya the BSA Board wrote to the Director General requesting the deployment of personnel to BSA.

DEVELOPMENTS WITHIN BOXING (cont…) Request for Deployment of Personnel: • The Director General has deployed a senior manage and his PA to assist in the administration of BSA. • Other Directorates have already commenced with interventions in other areas like IT and HR. Establishment of Committees: • BSA has appointed the Ratings Committee and the sanctioning Committee. • The above Committees are important for the proper functioning of BSA.

DEVELOPMENTS WITHIN BOXING (cont…_ Broadcasting of Tournaments: • The Board convened a meeting with all Promoters on the 30th August 2014. • The Meeting was attended by all Promoters except those based in the Eastern Cape who indicated they will not attend. • Three items were discussed with Promoters on the 30th August 2014.

Board Meeting with Promoters: • The Board convened a meeting with all Promoters on the 30th August 2014. • The Meeting was attended by all Promoters except those based in the Eastern Cape who indicated they will not attend. • Three items were discussed with Promoters on the 30th August 2014. • The items were Compliance with the Boxing Regulations, Licensing and Promoters’ Associations.

DEVELOPMENTS WITHIN BOXING (cont…) Board Meeting with Promoters: • A Presentation was done with regard to all the three items. • A Draft Interim National Promoters’ Association Constitution was shared with the Promoters and they are requested to use it as a template to develop their Interim Provincial Constitutions. • Promoters across all provinces are advised to form their own Provincial Constitutions for their Promoters’ Associations. • On Compliance the meeting resolved that Promoters must submit their applications for the hosting of Tournaments at least two to three months before the tournament date.

DEVELOPMENTS WITHIN BOXING (cont…) Board Meeting with Promoters: • Should a Promoter experience challenges relating to the compliance issues in the Boxing Regulations, such a Promoter should inform BSA forty five [45] days before the date of the Tournament. BSA will consider the matter and give a ruling or directive on what needs to happen. BSA’s decision in this regard will be final. • On licensing BSA presented a document on conditions which will from April 2014 be applicable to all licenses issued to Promoters. • The conditions are a consolidation of all the legislative requirements set out in the Boxing Act and Regulations regarding the conduct of Promoters.
