Warning • This is the period of time from the first possible danger signal to the moment of impact. • Disaster prediction using satellites & networks. • Activation of disaster plan & establishment of emergency operation. 3. Impact • Phase at which disaster actually strikes and essentially a period of enduring the disaster’s effects and “holding on”.

Emergency Starts at the end of impact & continues until the immediate threat of additional destruction has passed & the community is organized for recovery and rehabilitation 5. Recovery Begins during the emergency phase and ends gradually with the resumption of normal community order and function.
