Brief History of Negotiations on LEADER – BREST cooperation January 2009 first meeting with Russian partners organized by NIKIET Participants: Victor  Leonov – project leader BREST Pavel Alekseev, A. Engelko Efremov Institut, St. Petersburg V. Markov and A. Kastanov from PROMETEY It was agreed that the Russian partners will prepare their own parallel project (same size as ours). The first draft project proposal should have been available by the end of January .  No proposal was delivered by Russian partners

Just before the FISA conference (June 2009) the WP6 content of the LEADER project was communicated to the Russian partners – The Russian accepted the proposed working topics on Pb technology as basis for the cooperation. Most information the Russian side got on EU/ROSATOM- parallel project was delivered by European partners In June 2009 at the FISA conference at Prague the Russian delegation did not show up! In 2009 BREST was not part of the NATIONAL FEDERAL PROGRAM in Russia – this changed 2010 LEADER negotiation with EC was finished in October 2009

  3. Russian reaction: Status:Viktor Leonov from NIKIET. He told that the concept of Russian Federal Program for fast reactors (including Pb-cooled one) is closed to be approved for the next FY. That means: 1. There will be sufficient financial support for our partners to collaborate with us. 2. All partners are willing to collaborate with WP6 in LEADER, as negotiated before! 3. Victor Lenonov do not really know the status of Euroatom/Rosatom collaboration. Is the agreement signed or not. 4. I was invited to give a talk at the ROSATOM conference (Dec. 2009). All possible Russian partners – mentioned earlier, where also present. We had a side meeting concerning LEADER/BREST.

Conference in Moskau December 2009 • Russian agreed on work already discussed • Official letter of confirmation by Shedrowitski (from Nov. 2009) on EURATOM-ROSATOM projects - responsible persons for the discussed projects were named • Decision: only one partner (project coordinator) from each side will sign the required ´Coordination Agreement for Parallel Projectcs´ (CAPP) -the coordinators of LEADER and BREST. • In Januar 2010 a draft of a possible contract was send to Victor  Leonov – to discuss internally whether such contract can be signed by Russian side • No action until mid of 2010 • Situation of BREST was not clear and stable in first half of 2010 • In June contact direct with ROSATOM (Patarakin): • Is Lenov the right person – is ROSATOM still interested – both was confirmed – 3rd week of September proposal on CAPP is need to be discussed within ROSATOM. • In July meeting with Leonov – ahead a more LEADER adapted CAPP proposal was sent – he said that he will do all required adoptions and will discuss with ROSATOM the status.

  5. Beginning of October – next contact with Russians – Information was given that the BREST project leader V. Leonov was fired (July/August 2010) and disappeared without any traces. No LEADER/BREST CAPP-Proposal was delivered for the internal ROSAMTOM-meeting How to proceed? There are two choices: 1st: Stop negotiations with BREST project, skip Task 6.5 and distribute the MM to other Tasks in WP6 – the work proposed in WP6 do not need Russian participation 2nd: Restart negotiations with BREST – Deadline March 2011? November 16th phone call with new BREST project leader Vadim. V. Lemekhov (NIKIET): He was not informed very well – only knows some rumors on the possible cooperation between EURATOM and ROSATOM and the project He was informed by Georg on the status and the project ideas He is principally ready to go on and to support the project as soon he has all relevant information A final remark: Up to know only one project got approval from both sides EURATOM and ROSATOM – Molten salt project (EVOL)– CNRS and RIAR
