  6. Ch 5 • During the 1700s, few settlers lived in Texas. There was conflict with Native Americans. As a result, Mexicans did not want to live there.In the early 1800s, more Mexicans moved to South Texas.

  7. Ch 5, 1 continued • They started cattle ranches on its grasslands. At the same time, a handful of Americans moved into East Texas. They built farms. Still, by 1820 only a few thousand settlers lived in Texas. About 30,000 Native Americans lived there.

  8. Ch 5, 1 continued • In 1821, Mexico became independent. Texas was a part of the new country. The new government worried that the United States would try to take Texas. • Mexican leaders made two new laws to invite settlers. The laws relied on people called empresarios, or contractors.

Each one promised to bring in a number of settlers within a few years. • The government gave the settlers title to the land. Title is the legal right to own property. Any Americans who settled would become citizens of Mexico.

  10. Ch 5, 1 continued • Under this plan, everyone won. Mexico gained more settlers in Texas. The empresarios could make money by selling the land. • They also received land for their own use. Settlers got land at low prices. They also enjoyed low tax rates for six years.
