The Smarter Balanced Consortium focuses on elevating educator involvement through various initiatives, including the State Leadership Team (SLT) and State Network of Educators (SNE). With over 400 applications for only 90 slots, our selection criteria emphasize diversity in geography, content area, and experiences with special populations. Educators develop and review formative assessment materials while participating in rigorous training aligned with Common Core State Standards (CCSS). Our Item Development and Quality Review Teams, along with Instructional Leaders, provide essential professional development to ensure successful implementation across districts for all students.

Smarter Balanced Consortium Educator Involvement Activities
State Leadership Team(SLT) • Representatives from SDE (Office of Assessment and Office of Instructional Practices and Evaluation) and Higher Education • Responsible for recruiting and training educators to serve on the State Network of Educators (SNE)
State Network of Educators(SNE) • Educators from schools and districts around the state. • Over 400 applications for 90 available slots • Selection criteria maximized diversity – geographically, content area, experience with special populations • Responsible for developing, selecting, and/or reviewing formative assessment and instructional materials for the digital warehouse.
Item Development Teams • Groups of educators in ELA and Mathematics • Train the Trainer model • Smarter Balanced trains Office of Assessment personnel who train item developers • Training thoroughly addresses CCSS claims, assessment targets and item specifications
Item Quality Review Teams • Educators serving as quality reviewers for stimulus materials and assessment items. • Stimulus materials and items are submitted to Smarter Balanced on completion by the state development teams. • Smarter Balanced randomly assigns materials to Quality Review Teams across the consortium for review.
Instructional Leaders Common Core Support (ICCS) • Inter-agency collaboration involving personnel from all SDE divisions. • Responsible for providing professional development to assist district personnel with implementation of the CCSS. • Address innovation and instructional leadership, successful implementation for students with disabilities, successful implementation for English Language Learners, instructional shifts in ELA and math, and value-added methodology.
