  1. Montreux JTC1/SC6 Plenary Summary Authors: Jesse Walker (Intel Corporation)

  2. Abstract • This document summarizes the November ISO/IEC JTC1/SC6 meeting activities relevent to IEEE 802 Jesse Walker (Intel Corporation)

  3. Agenda • Revision of ISO/IEC TR 8802-1 • Liaison Statement from JTC1/SC6 to IEEE 802 • WAPI Status Jesse Walker (Intel Corporation)

  4. TR 8802-1 Revision • ISO/IEC TR 8802-1 defines • Collaboration agreement for LAN standards • Document naming conventions • Catalog of approved standards and amendments • 8802-1 was under periodic review and revision as required by JTC1 Directives when voided in February by the PSDO between ISO and IEEE • Defines a new collaboration agreement for development and maintenance of joint ISO/IEEE stnadards • JTC1/SC6 and IEEE 802 agree that 8802-1 has value not addressed by the PSDO • Document naming conventions and catalog of approved standards Jesse Walker (Intel Corporation)

  5. Liaison Statement from JTC1/SC6 to IEEE 802 • See doc 11-08/1301 • The ITTF staff believes that IEEE 802 documents should normally be progressed via the PSDO FDIS process • IEEE 802 can initiated up/down Approve/Disapprove vote, with no comments • JTC1/SC6 believes it and IEEE 802 have benefited from the use of the JTC1 DIS process • Fast track ballot with comments from NBs • JTC1/SC6 requests that IEEE 802 continue to progress its standards via the JTC1 DIS process • JTC1/SC6 further requests that IEEE 802 apply to become a Class A liaison to SC6 • To supersede its Class C liaision with SC6/WG1 • Would allow IEEE 802 to initiate DIS fast track independently of PSDO • Liaison statement found in doc 11-08/XXXXr0 Jesse Walker (Intel Corporation)

  6. WAPI Status • The special meeting in Xi’an in July produced two approaches for further study • An independent WAPI IS based on ISO/IEC IS 8802-11:2006 (= IEEE 802.11-2003) • A WAPI TR, with follow on work to decide how to integrated WAPI into 8802-11 • At Montreux 802.11 argued for TR, and China argued for the IS • Doc 11-08/1166r0 adopted by the IEEE 802.11 WG in Waikoloa • Doc 11-08/1300r0 presents China’s argument • SC6 adopted a resolution to circulate sample documents for both approaches to NBs for comment • China to propose a new project for WAPI at the Tokyo SC6 Plenary in June 2009 Jesse Walker (Intel Corporation)

  7. Discussion • Private discussion with NBs yielded conflicting advice • The IEEE 802 proposal for a TR is the best way forward • Withdrawal of the 8802-11 standard is the only way to protect from attack by China • Let China have its IS and then ignore contractions, thus orphaning it from all IEEE 802.11 amendments since 2003 • Submit IEEE 802.11-2007 for fast track now, to force the orphaning issue • Private discussion with China exposed China’s concerns • WAI would not be ratified under IEEE approach • IEEE might not make good faith efforts to move integration work forward • During the debate China said it would be IEEE’s responsibility to integrate WAPI into all amendments since 2003 to avoid contradictions • Otherwise WAPI IS would be orphaned Jesse Walker (Intel Corporation)
