A Process to Consider • Create Context: Environmental Scan / “State of the Agency” • Identify who you are as an organization • Assess current mission achievability • ID critical success factors • Design a plan built on those areas of focus • Structure accountability in plan: Metrics, SMART goals, “Business Reviews” • Continuous Improvement Loop on the Tactical Plan
