What is a Technical Council • Established by the Board for the purpose of providing a continuing mechanism for two or more IEEE societies (member societies) to work together in a multi-disciplinary technical area of mutual interest primarily through conferences and publications. Any two of more societies may propose formation.
What is a Technical Committee • Designed to facilitate the performance of duties assigned. • Tech Committee structure allows faster response to new technologies. • Tech Committees are focused on emerging or not addressed technologies; not obviously covered by existing Societies or Technical Councils.
Current Technical Committees • ICEO • individual volunteers • Point of contact for GEO • Some Society support, but not members • Income from donations; no formal products • RFID • 8 member Societies • Sponsored by Societies • 2 conferences which generate income • Considering a new publication
Finances Council • Funded by member Societies, grants or products • Has reserves • Budget approved by TAB • Finances run through a business unit • Can be placed on watch list • May accept donations Committee • Funded by member Societies, grants or products • No reserves (money goes into TAB reserves and not specifically Systems) • Budget approved by TAB • Finances run through a business unit • Not a candidate to be placed on watch list • May accept donations
External Governance Council • Voting Member of TAB • May sign MOUs with other groups Committee • No vote on TAB • Reports to TMC • May sign MOUs with other groups (following TMC approval)

Internal Governance - Formation Council • Prop. 2+ Societies • Scope vetted SPC • Proposal 60+ days prior to TAB meeting • Proposal including finances, C&B, FOI • Approved by TMC; TAB; IEEE BoD • To start: Minimum of 1 year Committee • Proposal to TAB Chair • Approved by TAB Chair; with the advise and consent of TAB • To start: minimum 1 TAB meeting (although may begin prior to TAB meeting)

Issues requiring volunteer approved process changes • Need to consider any precedent. For example, if Systems is given any “grandfather” advantages regarding costs, this could be a precedent for other OUs. • Can the Tech Committee AdCom approve Technical Cosponsored conferences
Issues requiring volunteer approved process changes • Does a Tech Committee get a part of the publications base? • What is approval process for publications; if not a permanent OU, how to deal with pubs costs, continuity re publication (IEEE reputation); finances. Needs to be discussed in Products and Periodicals Committee.
