  2. JGPSSI Background for Standardizing Green Procurement Surveys(1) There are many regulations restricting the use of certain chemical substances. Regulations related to waste management, water discharge, recycling etc. Unless companies comply with such regulations, products cannot be placed on the market!! Ex) Lead Mercury Cadmium Chromium IV PBB PBDEs To be banned by RoHS(DRAFT)

JGPSSI Background for Standardizing Green Procurement Surveys(3) To comply with regulations, manufacturers need to ask parts and materials suppliers whether restricted substances are contained or not. GREEN PROCUREMENT SURVEY Manufacturers in Japan started to conduct green procurement surveys based on individual criteria from around 1997. HOWEVER, Chemical substances to be surveyed vary with companies. (Number of chemical substances to be surveyed amounts to about 2500 among 10 Japanese IT manufacturers ) Due to disparate surveys, heavy burden is placed on suppliers to respond THEREFORE, It takes much time to get responses, and they are often inaccurate as a result. (problem of accuracy becomes even bigger with overseas procurement) Solution Standardizing Green Procurement Survey - Systems which enable suppliers to prepare responses beforehand - Systems which can develop into worldwide use Improve accuracy and time needed for responses

  5. JGPSSI Trial Guidelines JGPSSI issued trial guidelines which sum up the discussions done within JGPSSI for a year. Main Points of the Guidelines • Indicated the minimum requirements for implementation of green procurement surveys • Standardized information necessary to specify parts and materials (Basic information survey) • [Implementation of chemical substance survey] • Purpose: to evaluate compliance with regulations • a. Survey of 28 chemical substance groups minimum requirements(standardized) • Surveys of additional substance groups conducted by each company are allowed. • b. Surveys of breakdown substances are allowed. ( for specifying chemical substances) • not essential • c. Threshold is not set. Responses are required for intentionally added chemical substances • 4. Survey response format has been developed.(rules of CSV file)(standardized) • Tools(software) for implementing responses have been developed. • Each company is allowed to develop original software based on the tools developed by JGPSSI. • 5. Information regarding the material composition information survey is mentioned for reference.

  6. JGPSSI Activities of JGPSSI (after the issuance of trial guidelines) 1. The contact of JGPSSI shifted to JIETA (Japan Electronics and Information Technology Industries Association) Efforts to expand the activities by the 18 participating companies and absorb opinions of suppliers (part and material manufacturers) have been made. The number of participating companies has became 31 as of November 2002, including part and material manufacturers. 2. Implementation of trial operation Trial operation will be conducted mainly among the original 18 companies. Trial operation will start in some companies from around August to September. Share information obtained from implementing trial operations and have discussions 1)Operation - Communicate to suppliers, change formats 2)Systems – Upgrade survey response tools 3)Chemical substances- List breakdown substances, decide threshold

JGPSSI Future tasks of JGPSSI (1) • Adjustment to global standardization • Scope of suppliers and customers has expanded to worldwide scale. • By making global standardization, further improvement of accuracy and time needed for responses can be achieved. • 2. Standardization of formats • Develop formats (including systems) of global standards, taking database making in future into consideration. Pursue further convenience

Discuss whether to set threshold for List A substances, and how to secure credibility of responses. -Methods for setting threshold will be decided taking the movement of RoHS directive. -Methods for assuring credibility of responses from suppliers a.Demand analysis? b.Standardization of analysis methods, sharing analysis data…. 4. Discuss the necessity of standardizing material composition information a.Necessity of material composition information Calculating LCA, recycling ratio, evaluating recyclability b.Ideal material composition information Sorting useful information, burden on suppliers… 5. Alignment with different industries Coordination with large accounts (such as car manufacturers and telecommunications carriers) Specifically, be consistent with IMDS(International Material Database System)…

EU-Japanese- US Environmental Materials Declaration Workshop (1) Overview A joint workshop among EIA, EICTA and JGPSSIat Washington D.C. on August 28th, 29th Participants JGPSSI: Canon Inc, Sony Corporation IBM Japan, JEITA, JEITA New York EIA : IBM, Intel, Motorola, HP, TI, Lucent Technologies,Matsushita of US, Eastman Kodak, Agere Systems, Secretariats of EIA EICTA: Ericsson, Nokia Mobile Phones, IBM Germany, Philips Consumer Electronics, Matsushita of England, Agilent Technologies Status Report of 3 Regions JGPSSI : Started pilot testing of green procurement survey based on the list of 28 substance groups (List A) using a standardized format. EIA : Issued guidelines in Feb. 2001,currently revising. Support establishing global standards. EICTA :Has been discussing how to specify materials and chemical substances to be surveyed and the threshold to examine the inclusion of them.

  10. General Framework Objective The aim of the initiative is to establish a common materials/substance reporting format. This will allow the industry to standardize data gathering on certain materials and substances which are present in electrical and electronic equipment at greatly reduced cost, whilst substantially reducing the reporting burden on the whole supply chain. This will be realized through a common structured materials data exchange to support the supply chain.

General Framework The data will fulfill the following objectives: • Satisfy legislation. • Document compliance with materials bans and restrictions. • Provide information for recyclers on potentially hazardous materials. • Document compliance with mandatory safety requirements. • Drive environmental improvements in design. • Reduction or elimination of certain materials • Improvements to recyclability at end-of-life • Provide information for customers and stakeholders when required.

Disclosure Mechanics • Support development of standardized format for electronic data exchange of materials content information • Format must be consistent with agreed disclosure framework of joint EIA, EICTA. JGPSSI initiative. • Format may be used as input for RosettaNet PIP or other IT solutions • Must recognize need for paper or other solutions for small enterprises

  14. Next Steps • Uniform template for substance/material declaration using agreed upon criteria • One format if possible • Joint EIA, EICTA, JGPSSI work committee to work on format.
