  5. TYPES OF THREAT • earthquakes • floods • fires • landslides, avalanches • hail, storms • sleet, frostLjubljana – earthquake 1895 • road, railway and aircraft accidents • industrial and other accidents involving hazardous material • epidemics

The system: • based on experience from the past and new findings • is intended to protect people,animals, cultural heritage and the environment from natural and other disasters. • is as an integral, interdisciplinary activity based on humanitarian principles, non-military • Merged all rescue services and other protection, rescue and relief forces into an organisationally and functionally unified system

  7. MAIN FUNCTIONS OF THE SYSTEM NESREČA

  8. TASKS OF THE SYSTEM • Monitoring and researching hazards • Establishing and maintaining all forms of preparedness • Responding to disasters • Ensuring recovery (basic living conditions) • Drafting and supervising the implementation of legislation • Providing assistance to other countries

  9. RESPONSIBILITIES The system is based on the obligation of: • Municipalities(Mayors) • The State (Slovenian Government –Administration for Civil Protection and Disaster Relief - ACPDR) • Commercial companies, institutions and other organizations(Directors) • Citizens

PROTECTION, RESCUE AND RELIEF UNITS AND SERVICES (1) local, national/regional Voluntary:70 % Fire fighting units, the Red-cross, Slovene Karitas, mountain rescue service, cave rescue service, diving rescue service, Scout association. • Professional:5 % - public services: fire fighting units, public health service etc. - enterprises: electric, water supply service, etc. • Civil Protection:25 %

  12. PROTECTION, RESCUE AND RELIEF UNITS AND SERVICES (2) • In total is in the system about 60,000 rescue, comprising: • - 45.000 volunteers • - 2.800 professional emergenccy responders • - 15.000 members of Civil Protection • possibility of using the police and the Slovenian Armed Forces

MANAGEMENT OF PROTECTION, RESCUE AND RELIEF FORCES • a unified management system of the Civil Protection and other protection, rescue and relief forces • the management shall be performed by the Civil protection commanders, Civil Protection headquarters, Civil Protection commissioners and commanders or leaders of protection, rescue and relief units, services and other operational structures. • duties and powers of commanders Civil Protection are determined by law

CIVIL PROTECTION • Special, on purpose organised forces for protection and • rescue • The measures for Civil Protection organization are • adopted onthe state level • Civil Protection is organised on national, regional and • local level • Rapid Response Unit is organized on the national level

PARTICIPATION IN CP WHO? • Citizen service between age 18 and 55/63 (women/men) unless other commintment (military or working duty) • Volunteers (older than 15) CONDITIONS • General working ability • Physical and mental adequancy (prescrebed criteria for specific/dangerous dutiesor upon citizen request) CP MEMBER • Identification card, uniform, signs, ranks

  18. TRAINING OBLIGATION • Training of members of the CP scope: • an introductory training program – up to 15 days a • year • a basic training program - up to 15 days a year • an advanced training program – up to 5 days a year

  19. CIVIL PROTECTION UNITS AND SERVICES (1) CP units and services shall be organized when protection, rescue and relief units cannot be provided by actors of professional rescue services.

CONTRACT ON SERVICE IN THE CIVIL PROTECTION (1) • Contract on service in the Civil Protectionshall be signed by members of the Civil Protection who are: • - assigned to units which are required to maintain constant readiness • have been designated for highly specialised subject-matter duties, duties that involve a particulary high level of risk • assistance in the performance of protection, rescue and relief duties in regions, in the country or outside the contries

  25. CONTRACT ON SERVICE IN THE CP (2) • The contract is signed for a fixed period or for the for the period for which a member of the CP is assigned to a certain body, unit or services • contracts on service in the CP shall be signed directly or based on a preliminary public tender

CP CONTRACTOR ACTIVATION COSTS • readiness (payment/fee is 1 % / day of SI gross average salary; 50 % increase possibility) • trainings (compensation, reimbursement and payment for participation in training – from 75-150 % of readiness depends on working day/saturaday/sunday) • service (compensation, reimbursements and payment for service – 4 % / day of SI gross average salary) • service abroad (compensation, reimbursements and payment according the regulations for military service abroad)

STIMULATIONS - EMPLOYER • wage compensation with related contributions and taxes • reimbursement for loss of income amounting to 20 % wage compensation including related contributions and taxes • injury or illness while CP service is considered as injury at work or occupational disease • reimbursement for incapacity for work due to illness or injury for a period up to 30 working days (maximum of 120 working days per calendar year)

SI MUSAR • established in 2009 (48 team members) • open call for participation in the team within Slovenia professional fire and rescue services, Hospitals and dog handlers organisations • test of physical condition according NATO standardsActivities in 2010: • TRAINING: training course on international cooperation, coordination and cultural awareness (USAR team, national training programme); ensuring additional training within EU CP mechanism training programme • INTERNATIONAL EXERCISES: participation on EU TEREX in Italy • EQUIPMENT: missing equipment according standards and INSARAG guidelines was bought • to maintain good psycho-phisycal condition of team members (training, seminars and meetings)

THE OVERALL OBJECTIVES / COMPETENCIES • Students: • acquire basic knowledge about social dependence origin and evolution of organized forms of protection and emergency rescue • acquire basic knowledge about the need for the various emergency services and the role of individuals in services • develop critical thinking • gain experience and develop skills and competences • develop values

OBJECTIVES AND CONTENT • the subject is divided into seven parts of learning • learning objectives are set • at each part mandatory and optional content are already set • cross-curricular links and topics are set • the standards knowledges are set • encouraged to work independently, conecting with environment

  33. OBJECTIVES AND CONTENT • content of the subjects are conected with most of subjects of primary school • any teacher who teachs at primary school can teach subject after he finishes educational courses runed by Administration for Civil Protection and Disaster Relief

OPTIONAL SUBJECT IN PRACTICE • optional subject during the school year 2010/11 implemented in 66 elementary school • in the training center at Ig, we performed eight training sessions for teachers • with co-workers have prepared a sample of the annual preparation for teaching and methodical manual for teachers • an e-classroom for teachers is open in our web site (includes about 170 teachers) • We expect that this year's school the number of schools increased
