  4. Kansas Neighborhood Revitalization Act passed in 1994 • UG established NRA Plan in 1999 • Requires review and renewal every 3 years • Rebates range from 50% to 100% Nra overview

  5. The purpose of the program is to promote rehabilitation, conservation, and redevelopment of residential and commercial properties • Designed to have greatest impact on single family residences, historical, and environmentally impacted properties Community objective

NRA overview • Tax rebate offered to citizens, developers or property owners making significant improvements • Improvements include new construction, additions, major rehab (not general repairs) • Rebate applies only to add’l taxes paid as a result of increased appraised value due to improvements • Full tax must be paid to receive rebate

  17. Residential Changes Allow new senior LIHTC projects to be eligible with NRA rebate Allow a five-year NRA in combination with an existing residential TIF in Area I Require all multi-family rehab projects to receive approval from the District Commissioner & At-Large Commissioner NRA - changes

Commercial Changes • Increase commercial rebate in Area I from a 10-year 50% rebate to a 10-year 95% rebate • Identify Area II East and allow a new commercial in the NRA zone • Increase the commercial project size “cap” from $2m to $3m • Create a new special project zone for projects exceeding $3m • Retail • Environmental contamination area or historic designation • Utilize IRB requirements for prevailing wage and MBE/WBE/LBE NRA - changes
