  4. PNG Tenuring Process Posting Request Industry requests that the Crown make available certain subsurface resources through a public tender process. The request is made through the Ministry of Natural Gas Development, Tenure and Geoscience Branch. Requests are submitted by fax and through Petroleum Titles Online (PTO). All requests are strictly confidential. The Ministry determines if a requested parcel can be made available and may refuse at this stage.

PNG Tenuring Process Internal Review Prior to the pre-tenure referral package being sent to the other provincial agencies, First Nations and local governments the Ministry undertakes an internal review of the requested parcel. This internal review includes (but is not limited to): existing PNG tenure, land use or pre-tenure management plans distance to the closest IR or community, potential TLE lands RRAs or NDNs parks and protected areas, WHAs and UWRs Following the internal review, tenure requests may be rejected, reconfigured or sent out for referral

  8. PNG Tenuring Process Referral Process Referral packages include: Maps relevant to proposed parcels; A list of parcel numbers for comment. An Initial Impact Assessment of the impact to the practice of treaty rights 20 working days are provided for a response. Extensions or further consultation may be requested on a parcel by parcel basis. Additional information can be requested and the Ministry will provide it when available.

PNG Tenuring Process Caveats Assigned In response to the internal review and any comments received during the referral period the Ministry may: assign caveats/conditions determine that the parcel is unable to move forward to disposition without further analysis or work or decide to not offer a parcel for disposition. There are caveats/conditions that have been created specifically for various interests and new ones can be created through consultation/engagement if required. Many of the current caveats were created through discussion/consultation.

  12. PNG Tenuring Process Notice of Public Tender and Landowner Notification Notice of Public Tender (NPT) is published once the parcels available are decided. The NPT is a full listing of all parcels proposed to be sold in a sale and includes all assigned caveats/terms. A copy of the NPT and a summary sheet is provided to the same groups that received the referral packages. This shows which parcels are: deferred or withdrawn by the Ministry, withdrawn or postponed by a requestor, and parcels being brought forward. A notification package including a map(s) is sent out to landowners along with a checklist for providing information on relevant surface features

  14. PNG Tenuring Process Sales Results Following the final disposition of a tenure the Ministry makes the sales results public including the names of the successful bidders.

Parcel deferral, withdraw al or postponement can be done at a number of different steps.
