ICTindicateur Government policy making • Projects are initiated based on the overall program for e-Maroc : • Each of the areas involved in the e-Maroc programme, indicators are needed to measure the effects of the project results on the Society. • economical aspect of the Society (the Economical System) as well as for the • sociological aspect of the Society (the Social System).

ICT industry • Employees working in the ICT sector • For each business in ICT sector: • Country origin • # employees • # employees yearly (from 2003 on) • # employees in technical jobs (per category) (from 2003 on) • yearly need of professional employees per detailed profile type • Turnover yearly • Kind of activity (products, services, manufacturing) • % of turnover per kind of activity • % of turnover per kind of activity export • For each kind of product/service (the product types are partly prescribed[1]): • turnover • turnover export • Kind of clients targeted (public, private, household...) and turnover per category as well as turnover export • Investments • yearly in sector • yearly in R&D (from 2003 on) • Strategic co-operation with other companies (y/n) • Kind of organisation involved in strategic co-operation • Kind of Quality approach • Turnover in the ICT sector • Equipment and use of Internet • Turnover and employees in Offshoring • [1] ) All questions should be “closed question”. It is necessary to define all product types, desirable according to international standards.

ICT indicators following progress of projectse- Maroc • The other programs (Digital Public Spaces, e—Education, ICT & Enterprise and ICT industry) are coordinated by the Ministry of Economic and General Affairs. There is a need for data on the progress of projects of these programs. A database with basic data on the progress of the projects should imply the following data hierarchy: • Program in e-Maroc • Project • Project details • Identification • Description • Objectives • etc. • Participant • Responsible party • Other participants • Service(s) covered • Kind of service • Kind of access • Security • Language • Etc. • Beneficiary • Name • Role • Intended benefits • Etc. • Budget (source, amount) • Source for budget • Amount of budget • Etc. • Schedule • Start date • Milestones (related to tasks) • End date • Etc.

  26. Indicators for own use Some organisations want to use ICT indicators for their own policy making: • To improve the product/service • To measure the use and benefits of specific ICT means used in the internal (production) process, like the use of ICT in Justice and Health.

Needs for system for monitoring and evaluation of ICT mesures Monitoring the content The development of a Monitoring and Evaluation System includes looking at various elements: • The e-Maroc policy and program; a main part of the program is dedicated to (measurable!) objectives for the coming years with respect to the ICT developments. • The measures taken by the administration to meet the objectives • Indicators (corresponding with the objectives!) describing the development of ICT and the effects of ICT development • A statistical system providing unambiguous data on the ICT development and the effects of ICT development; the data should be of such quality that the indicators can be derived • A monitoring system • Comparing the measures with the results, • Evaluating the results • Providing feed back information as basis for adjusting the policy measures • All stakeholders involved in ICT development: Government (in various roles: initiator, supervisor, service provider, user, etc.), Professional Organisations, ICT sector (hardware and software industry), Business sector (service provider and as user of ICT), Citizens (as users of ICT)

Needs for system for monitoring and evaluation of ICT mesures Monitoring the progress • Initiatives and projects with the tendency to expand. • All these initiatives require manpower and budgets, while efforts are attuned in order to achieve synergy and to avoid waste of manpower and budgets. • Enhance overview and control, • Projects should be better • co-ordinated in content (avoiding overlap and inconsistencies) • co-ordinated with respect to their progress (avoiding waste of resources and lack of timely results).
