  3. GLOBAL POV CONTRACT HISTORY • SDDC established the Global POV contract beginning 1 Nov 98. The purpose was to provide point-to-point logistics management, transportation, and storage of service members POVs with a single contractor. Storage of POVs was added in May 2002. • The initial contract was awarded to American Auto Logistics (AAL) for a two year base with three one year options (1 Nov 98 through 31 Oct 03)

  4. GLOBAL POV CONTRACT HISTORY • The follow-on contract was also awarded to AAL. This contract (current) began on 1 Nov 03 and potentially runs through 31 Oct 13. • This contract has a two year base period; three one year options; and five award term years • The award term is an incentive designed to reward the contractor for excellent performance • AAL earned the first three award term years and began performance of the first one on 1 Nov • AAL is currently operating in Award Term 3 • (1 NOV 10-31 Oct 11)

GLOBAL POV CONTRACT HISTORY • As a result of a Base Realignment and Closure (BRAC) initiative, SDDC was relocated to Scott AFB and consolidated with Air Mobility Command (AMC) and USTRANSCOM. • Contracting Officer responsibilities for the Global POV contract transferred to USTRANSCOM effective 12 Feb 07 • Editing Rights to the Shipping/Storing Your POV Pamphlets transferred to USTRANSCOM J5J4

GLOBAL POV CONTRACTOR PERFORMANCE 1998-2010 • Quality • RDD compliance rating of 99% since 1999 • Service • Customer satisfaction rating of 99% since 1998 • Accountability • Approximately 8,000 claims handled annually, in a timely, professional, and courteous manner • Technology • CLASS, an internally developed supply chain management system, customized to support specifically the GPC, was launched in November, 2008 • Flexibility • Added 9 new VPC’s since 1998; closed 5 obsolete VPC’s • Started storage program in 2002 • Cost Control • Program cost to DoD well below inflation
