Introduction • Tourism as we all know is the movement of people outside their usual environment for not more than one year in search of pleasure, business, adventure, cultural and political exchanges, etc • Tourism has several parts but the purpose of this paper is inbound tourism. • Inbound tourism is when a non-resident is visiting a given country for an activity other than employment.

  4. Nigeria is vast country of diverse culture with over 170 million people • it has 36 states plus the Federal Capital Territory, Abuja. Nigerian map

  5. Tourists Sites in Nigeria • Because of its diverse culture and geographical terrain, Nigeria is blessed with so many tourist sites such as; Slave trade town-Badagry

  9. Festivals in Nigeria • Also interesting events/ carnival that attracts inbound visitors such as; The Eyo FestivalOsun Osogbo Festival

Evolution of TSA contd’ • Nigeria had her first international tourists in 1472, (Lagos) by the Portuguese merchants • In 1962, the Government established the Nigerian Tourist Association (NTA) and charged it with the responsibility of promoting domestic and international tourism in the country. • In 1976, the NTA was dissolved and the Nigerian Tourism Board (NTB) established in its place.

  11. Evolution of TSA Cont’d • The Tourism Satellite account in Nigeria is just at it’s preliminary stage • An effective active platform is about to be established to function as a forum where all the stakeholders can put forward their contributions towards the creation of the TSA.

  12. Tourists Purposes in Nigeria Common purposes for inbound visits in Nigeria includes; • workshop/conferences • Carnivals/festivals • Medicals • Sports • Spiritual purposes

  13. HOW INBOUND CAN BE CAPTURED IN NIGERIA • Air Statistics • Accommodation Statistics • Special Sources

  14. Air Statistics Main source:- Disembarkation cards • The airport is mostly the first point of arrival for the inbound tourist. • Disembarkation cards are given to visitors to fill by the immigration service of which those for tourism purposes are sorted out.

Reports to be generated are:- • Tourist arrival by country of residence • Tourist arrival by country of Nationality • Tourist arrival by country of residence and carrier • Tourist arrival by country of residence and purpose of visit • Period of stay • Average duration by country or Nationality

A template was sent to the Nigerian immigration service to get this indicators but NBS was only provided with the total number of inbound arrivals (2010-2013) • A collaboration is therefore needed with the Nigerian Immigration service to ensure effective capturing of tourism data at the airport.

  17. Scheduled Airline Capacity and Seating Capacity • The data on scheduled airline operations is collected jointly by the Ministry of Aviation (MOA), Federal airports authority of Nigeria (FAAN) and Nigerian Civil Aviation Authority (NCAA) • The following data are expected to be captured and analyzed. • Name of the Airline • Number of incoming flights per month

Total number of inbound passenger • Number of seats available on incoming flights monthly • Total number of passenger got down in Nigeria during the month • Total number of passenger picked up from Nigeria during the month • NBS already publishes quarterly reports on air passenger traffic (domestic)

A template was recently sent to the Ministry of Aviation and Nigeria Civil Aviation Authority • NBS was provided with data on the movement of passenger on both inbound and domestic level (2001-2013) • Aviation data and Immigration service data would help us in determining our tourist arrivals for the period

Accommodation Statistics • It is assumed that every one that arrives the country either stays in an hotel, other accommodations (short-let) or a private accommodation. • There are over 1000 hotels in Nigeria but just a few is predominantly used by inbound tourists. • In collaboration with supervisory agencies, a template is to be designed to send to them • A census / sample would be taken.

  21. Privately-Own Accommodation might be difficult to capture. But NBS can look at the possibility of incorporating tourism in the Household and Establishment surveys which is conducted every quarter. • The data to be collected includes: • Name • Room capacity to let • Room rates

  22. Total number of rooms occupied by guests ( Daily) • Foreign guest nights • Total guest nights • Local guest nights

  23. The following indicators are to be generated: • Occupancy rates • Room capacity • Bed capacity • Total Foreign Guest Nights • Total Local Guest Nights • Average Room Rates

  24. Calculating Output of accommodation statistics Out put: No of rooms x occupancy rate x daily room rate x 365 days= total annual receipts [*occupancy rate = (number of nights rooms were occupied / 365)*100]

Other Sources of Inbound Data Capturing • Other sources of capturing inbound data could be by interviewing major religious centres for those who come in for spiritual purposes. • In collaborating with the ministry of tourism those that come in for carnivals could be captured. • A survey of health institutions in collaboration with the ministry of health can cover those coming in for medicals, same with sports..

  26. In capturing these visitors we hope to getthe expenditure of visitors per day; • Money spent on Accommodation • Money spent on Meals and Drink • Money spent on Transport • Money spent on Recreation • Money spent on Shopping • Money spent on other spending

  27. Output of Inbound Tourism The overall total receipts are calculated thus: Total Receipts; R = Average expenditure per day Χ Average length of stay Χ Total arrivals

  28. Next steps • Training & collaboration with stakeholders • Build and expand the current Air Traffic • Report • Incorporate Tourism statistics into NA from • 2015 • Key challenges • Data availability • Cooperation of stakeholders • Staff capacity • Training on various aspects of TSA

  29. CONCLUSION Status of TSA in Nigeria today • TSA is at its preliminary stage in Nigeria • NBS is working towards refining the data collection instruments • And hoping to published its first TSA in 2015
