  2. What does the Second Amendment say? “The Right to Keep and Bear Arms!”

  4. Whoa! Not so Fast! Several different versions. From the Bill of Rights [1] “A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.” Another version is found in the copies distributed to the states for ratification [2] “A well regulated militia being necessary to the security of a free State, the right of the People to keep and bear arms shall not be infringed.” 1. Part II-A of the Opinion of the Court in District of Columbia v. Heller 2. Davies, Ross. “Which is the Constitution”, Green Bag 2d, Vol. 11, No 2, pp. 209-216 (Winter 2008).

Word Play (Depends on what the definition of is, is…right?) “A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.” “A well regulated militia being necessary to the security of a free State, the right of the People to keep and bear arms shall not be infringed.” • Two grammatical interpretations (see the commas?) (prefatory and operative clauses vs. ablative absolute) • Capitalization – • People or people - individual rights vs. collective rights? • Arms or arms – Suggests some, not all? • Militia or militia – The Military or the people? • “Well regulated” – “restricted” or “disciplined or trained”

American Bar Association - 1994 "There is probably less agreement, more misinformation, and less understanding of the right to keep and bear arms than any other current controversial constitutional issue."[3] 3.   7. Where do we draw the line? • Handgun ban in Chicago and Washington DC? (Overturned 2008, 2010 – Emphasis on individual rights) • Class III (full auto) guns? • Felons?

  8. The Issue Related to 4-H PERCEPTION Do contemporary people have appreciation for the sporting tradition? • Urban populations are growing, rural populations are shrinking. • Non gun oriented people generally view guns as BAD! • “Why would you need one of thosethings?”

  11. -Food for Thought-Words have meaning! What links these items together? TOOLS

  12. -Food for Thought-Words have meaning! Did the grouping just change? Are they all still tools? Some would consider some of these to be weapons. Is that accurate? Could they all be considered weapons? If so, in what context?

  13. -Food for Thought-Words have meaning! The term weapon requires direct reference to the intention of the user. If the intent is to injure or kill, it becomes a weapon If we refer to firearms as weapons it instills a negative connotation of shooting sports and makes it easier to “sell” anti-gun legislation

  14. -More Food for Thought-What would happen if… …4-H was linked to a school shooting like Columbine? (or Kip Kinkle - Springfield, Oregon in May, 1998) …one of our leaders turned out to be a Richard Weaver, Ted Kaczynski , David Koresh?

How it Applies to 4-H It’s not our job, as 4-H leaders, to interpret what the Second Amendment means – rather to instill in our youth, and the public, the value of all the Rights that we are afforded as citizens of the United States. If, as an individual, you choose to take a more proactive stance, that is your right. But, please keep in mind that your actions will have an impact on how 4-H is perceived.

  16. We are a Youth Development Organization, FIRST! We are not here just to teach youth to shoot. Our job is to help youth grow, mature and thrive. We use the Shooting Sports disciplines as tools to achieve Mastery, Independence, Belonging and Generosity. As a leader you are a role model. Be aware of what effect your actions have on the youth that you are influencing, and the public with whom you have contact. “We’re not teaching the kids what to think, but rather how to think.” (Dr. David White, 2010)
