  2. Goal • The student’s goal is to distinguish between the rule and the rule explanation. • This goal is important because the reader must not only know what the rule states, but also understand the meaning of the rule.

  3. Bad Example • Rule: It is unlawful for people with bad haircuts to appear in public. • Rule Explanation: Bad haircuts are those which are uneven, unusual or of unnatural color. Public places are those areas that are readily accessible by the public.

However, in New York v. Myners, 234 NY.2d 789 (2005), the Court extended the concept of haircuts to apply to the appearance of all types of facial hair.
