MISSION STATEMENT To maintain institutional control of Intercollegiate Athletics and protect the integrity of the University by fostering a strong culture of compliance through comprehensive educational programming, development of a service oriented proactive approach and a vigilant self-reporting system

  5. Recruiting Materials

  6. Correspondence with prospects prior to September 1st of their junior year is prohibited. • Coaches may not: • Forward recruiting correspondence to a prospect prior to Sept. 1 of their junior year (letter/email) through a HS or club coach • Invite a specific freshmen or sophomore on an unofficial visit through the HS/Club Coach Correspondence prior to Sept 1st of junior year.

  7. Recruiting questionnaires: • Must be generic in nature • Cannot include facts about the U of M • Cannot include facts about the athletic department or your program • Should not include any recruiting correspondence Recruiting Questionnaires

Size Limitation • May not exceed the minimum standard capacity necessary to store a media guide and/or the other items listed in 13.4.1.5. • Ex.103 MB of media must be on a 128 MB flash drive • Packaging and/or labels • limited to identification of the institution (name, logo) and sport.   14. Non-NLI Signees: limited to email and fax. All other forms of electronic correspondence (e.g., Instant Messenger, text messaging, etc.) are prohibited. [Bylaw 13.4.1.2] • NLI Signees: beginning the day after the prospect signs an NLI (or a 4-year transfer signs a tender or acceptance of admission), all forms of electronic communication (e.g., texts, facebook, etc.) are permissible. • Acceptance of Admission & Financial Deposit:After May 1st of senior year all forms of electronic communication are permissible. • Review Social Networking Tipsheet Electronic Correspondence

  15. Banquets and/or Meetings Involving PSA’s

You may attend/speak at banquets and meetings involving PSA’s without it counting as a recruiting contact provided: • Meeting/banquet is initiated and conducted by the PSA’s educational institution • No recruiting presentation in conjunction with the appearance • No direct contact with any PSA’s (or their parents) • No evaluation activities occur • You may not attend during a DEAD PERIOD! 13.1.8 Banquets and Meetings Involving PSA’s

Exceptions: • **Only apply if held at PSA’s educational institution** • Football – During a contact period • Coach must utilize one of the institution’s six in-person, off-campus recruiting contacts and the once-per-week visit to the educational institution. • Basketball – During a contact period • Coach must utilize the institution’s once-per-week visit to the educational institution and an evaluation for all basketball PSA’s at the institution. • Coach will not use a contact if they do not make a recruiting presentation and have no direct contact with PSA’s or their parents. 13.1.8 Banquets and Meetings Involving PSA’s

Step 1: Complete and Submit Form • Complete the “Official Visit: Permission to Host” form and submit it to Andrea Smith. • The following items must be completed or submitted to approve an official visit: • The prospect must be registered with the Eligibility Center • Transcripts from the prospect (may be unofficial) • Test score (ACT, SAT, PSAT, PLAN) • Tracking form on file • * You will receive an email from our office once the visit has been approved.   23. Off-campus meals may only include individuals certified to recruit. • Meals count as a recruiting contact • Prospects may not receive ICA discounted rate to stay at the Radisson. • Prospects may not stay at off-campus apartments with student-athletes. Unofficial Visits

Permissible • Coaches, sport specific staff, or Lifeskills may create a PowerPoint presentation (may not be outsourced). • May be shown during a permissible on or off-campus visit. • May hyperlink to a permissible highlight video. • May be posted on gophersports.com. • May connect to a TV or projector. • May be provided via flash drive. • Impermissible • May not personalize the presentation towards a prospect. • May not include sound or animation (unless part of the PowerPoint software). • May not be emailed to a prospect.   28. 2010-11 Phone Log Audit Process • Baseball, Cross Country/Track & Field, Softball, and Volleyball • Only required to submit phone logs for: • Evaluation Periods • Quiet Periods, and • Dead Periods • NOT DURING CONTACT PERIODS • All other sports • Required to submit monthly phone logs by the 14th of each month • Looking into software programs that automatically log phone calls and text messages to prospects. Each phone call must be documented and should include the following: • Name of prospect/parent called • Prospect’s graduation date • Number dialed • Date/time called • Approximate length of call • Coach who called • Phone the call was made from • Cell, office, home, etc.. • Any notes (e.g. left message, call dropped, etc.) Phone Logs

The Michigan Case (Football): • Self-Imposed Sanctions • Penalized 130 hours of practice and training time • Reduced quality control staff from five to three (also prohibited this staff from practice and games for one year). • Disciplinary action against seven staff members and termination of one graduate assistant. • Possibly more • NCAA penalties • to come. Weekly Hour Limitation: • 20 Hrs. of Countable Athletics Related Activity • Competition • Practice • Strategy Sessions/Film • Skill Instruction • Required Weight Training • Team meetings • Required Day off: • At least ONE PER WEEK • Note: No required day off during official vacations periods or post-season competition During Your Declared Season

Weekly Hour Limitation: • 8 Hours Per Week • No more than TWO hours of skill instruction • Required Days Off: • At least TWO days per week • No required activities beginning one week prior to the start of finals. • May resume required activities upon completion of last final Outside of Your Declared Season

MAY NOT participate in “instructional activities”: • NO technical or tactical instruction related to the sport. • Not during games • Not during practice • Not during casual conversation • NO involvement in tactical decision making. • MAY NOT participate in or assist with on-field/on-court activities at any time. • MAY NOT participate with or observe student-athletes in your sport while they are engaged in voluntary workout activities. Managers must be full-time undergraduate or graduate students. • They MAY: • perform traditional duties (e.g., equipment, laundry hydration) • participate in limited on-court or on-field activities during practice (e.g., assist with drills, throw batting practice) or competition (e.g., assist with warm-up activities) involving student-athletes on a regular basis • They MAY NOT: • provide instruction to student-athletes; • participate in countable athletically related activities (e.g., practice player) • **In baseball, a manager forfeits any remaining eligibility in baseball at the institution at which the individual serves.  Managers 11.01.6

Away Competitions: • Regular Meals • Option 1: Team meal (limit 3 per day) or meal allowance • pre- or post-game meal, or • up to $15 • Option 2: Discretionary team meals (no meal allowance) • At time of release; • Post-game meal, or • up to $15 • WE MAY NOT: • Provide per diem for a meal if the student-athlete will be receiving that meal from another source (i.e. Big Ten Championship Banquet).   44. Question: Is it permissible to donate or sell old athletic equipment to a high school? Rule 13.15.1.6.1 Donation of Equipment

  45. Answer: No. • The NCAA prohibits institutions from providing equipment to a HS or a specific prospect. • You may donate equipment to bona fide youth organization (YMCA, Boy/Girl Scouts) within a 30 mile radius of the institution. Rule 13.15.1.6.1 Donation of Equipment

  46. Question: When on an in home visit, can the family drive me to a restaurant and/or pay for my meal? 13.14.1 Recruiting Expenses

  47. Answer: No • A prospect and/or parent may not offset recruiting travel expenses for a college coach. 13.14.1 Recruiting Expenses

  48. Question: Is it permissible for a coach to respond to a prospect’s email if the prospect has already signed a NLI to another institution? • An email from prospect that is a sophomore in high school? Rule 13.1.1.3 Four-year college prospects

Answer: Yes • Provided the prospect has not practiced with or attended classes (summer included) at the institution with which he signed an NLI. • Answer: Yes • Only to inform the prospect that NCAA Rules do not allow further contact.
