  2. Background of the Project • Within the overall objectives of APEC • Achieve the liberalization of transport services and enhance the safety and security of APEC transport systems to encourage economic development in the Asia-Pacific region

Background of the Project • 4th Transport Ministers’ Meeting in Bali, Indonesia, 27-29 July 2004 • Recognized that transnational organized crimes are increasingly posing threats to transport security. • Prioritized the improvement of transport security and safety in the region, implement goals of the Leaders’ Statement on Counter-Terrorism

  4. Background of the Project • Transport Ministers’ Meeting in Tokyo, Japan, in January 2006 • Upheld the need to address rail and mass transit security issues • Facilitate the sharing of best practices and enhanced global cooperation in passenger land/rail transport security

Background of the Project • Present Situation • No international organization for public land/rail transport that acts as a regulatory body or clearing house for internationally accepted standards and guidelines • Individual economies made their own initiatives to address land/rail transport security threats • Identify vulnerabilities and mitigating measures

Background of the Project • Course of Action • International collaboration is needed to address threats and identify best mitigation strategies • Member economies would benefit from sharing of ideas that would eventually lead to a set of guidelines or principles when assessing land/rail transport security and safety risks and threats

Background of the Project • The Philippines proposed the Land-ISCAP in 2005 to draw up and design a set of Terms of Reference & Rules of Engagement, establish an Advocacy Campaign to refocus the culture of Public Land Transport Commuters and enhance their vigilance & awareness on pro-active security program plan of actions against terrorism, particularly in Public Land Transport Critical and Strategic Infrastructures and Services (PLT-CSIS)

Background of the Project • Short-term: • Environmental Scanning, SWOT Analysis and identification of specific Public Land Transport Critical and Strategic Infrastructures and Services. • Dialogues, Consultations and Seminar Workshops with APEC-wide identified stakeholders (Government Agency Representatives, Commuter Representatives, Transport Associations, NGOs/POs and other advocates) to draw up a comprehensive and codified Terms of Reference (TOR) and Rules of Engagements (REs) in PLT-CSIS.

Background of the Project • Short-term: • Advocacy Campaign, including sloganeering and communications planning, printing and distribution of materials on TOR & REs on PLT-CSIS. • Policy formulation on infrastructure and facility spatial readjustments and security requirements. • Value Formation, Re-orientation and Re-tooling on Commuter Culture relative to security of PLT-CSIS.

Background of the Project • Medium and Long-term: • Incorporate the codified TOR and REs under the Land Transport Action Plans • Basis and inputs to Legislative Agenda on Counter-Terrorism • Inputs to Best Practices and Implementation as a precursor to APEC-wide and/or International Land Transportation Safety and Security Standards.
